About The Position

The DHS Division of Medical Services (DMS) Business Operations Manager is responsible for overseeing the operations of the business office, supply/purchasing, and computer operations within the agency. This role involves managing a medium to large staff, ensuring compliance with state and federal regulations, and evaluating service delivery effectiveness. The position is crucial for maintaining the operational integrity of the agency and supporting its mission to serve vulnerable Arkansans.

Requirements

  • Bachelor's degree in general business, social science, or a related field.
  • 4 years of work experience in social service program organization and administration.
  • 6 years of experience in writing, editing, and document creation.
  • 6 years of experience in procurement and purchasing, especially solicitations.
  • 5 years of supervisory experience.
  • 4 years of experience in research, preparing reports and summaries.
  • 4 years of experience with AASIS procurement roles.
  • 3 years of experience in process mapping, design, and implementation.
  • Outstanding ability to communicate and facilitate discussions with executive-level staff.
  • Outstanding skillset in customer service and service coordination.

Responsibilities

  • Administer all contract origination and purchasing operations for the agency.
  • Supervise a medium to large staff by interviewing, hiring, and providing training opportunities.
  • Evaluate the performance of staff and review managerial recommendations.
  • Establish goals, objectives, and planning related to financial responsibilities.
  • Evaluate vendor service delivery for effectiveness and compliance with agreements.
  • Initiate corrective actions and provide technical direction to program personnel.
  • Work with the Assistant Director and Department heads to ensure compliance with financial regulations.
  • Disseminate and interpret financial policies to appropriate staff.
  • Investigate and resolve complaints related to service delivery.
  • Monitor and analyze activities to identify spending trends and problems.
