NIKA is hiring for a Reliability Centered Maintenance (RCM) SME to support the Defense Health Agency’s (DHA) FOB Division in San Antonio, TX. This role will sit out of our San Antonio, TX office in a hybrid schedule. Job Description: Coordinates and provides Reliability Centered Maintenance (RCM) methodology that encompasses Condition Base Monitoring (CBM) technologies, while obtaining or consult measurements/data, industry best practices/codes, and asset/MTF strategy development & benchmarking to support the all AORs, MTFs, and the DHA-FE mission. Responsible for equipment mechanical integrity to develop and/or recommend short-term and long-term maintenance strategies/tasks for HVAC, electrical, and rotating equipment to reduce downtime coupled with increased reliability. Support DHA-FE mission by investigating existing preventive maintenance (PM) processes, Root Cause Failure Analysis (RCFA), historical data, and work closely with DHA O&M and maintenance personnel at the MTF’s to propose changes to help resolve technical issues or repair procedures as required. Provide and aid measurable Performance Work Statements (PWS), development of accurate working Independent Government Contractor Estimates (IGCE), collaboration and participation as a Technical Advisor (TA) for PWS procurement packages, kick-off and post award meetings serving as DHA contractor representative/TA/RCM SME. Manage multiple projects/MTFs data along with aiding in equipment/CBM training, on-site RPIE scoping, evaluating bid packages, PWS procurement packages, proposals, and commissioning. Monitoring, maintaining, and continuously improving the maintenance and reliability of the entire MHS is the mission.

Requirements

  • Bachelor’s Degree in Engineering or minimum five (5) years demonstrated experience in Reliability Centered Maintenance (RCM) field.
  • Minimum five (5) years demonstrated experience managing the healthcare facility maintenance and repair of real property and real property installed equipment.
  • Core CBM Technology: Certified ASNT level 2a and 2b or ISO Level III
  • Secondary CBM Technology: Certified ASNT Level 1 or ISO II
  • Must be a U.S. citizen
  • Ability to obtain security clearance is required
  • Required 10-25% travel 10-25%.

Nice To Haves

  • General knowledge of the Military Decision-Making Process (MDMP), as well as knowledge of the Joint Operations Planning and Execution System (JOPES).
  • Certified Healthcare Facility Management from AHA, Certified Professional Maintenance Manager (CPMM), Facility Manager Certificate (FMC) from BOMA or other certification highly desirable.
  • Ability to apply Joint Commission, Facilities, Engineering, US DoD military medical design and/or construction codes and standards.
  • Ability to integrate information from a variety of sources into various systems.
  • Ability to ensure proper system interfaces.
  • Ability to collect data for analysis.

Responsibilities

  • Understands RCM methodology and implementation. (I.e. RCFA’s, FMEA’s, Criticality Analyses, Asset Management, Life Cycle management, and all PdM/CBM assessment criteria.)
  • Able to work in a CBM QA/QC capacity in loud machinery rooms with others or alone.
  • Working knowledge with RPSS/RPIE nomenclatures and associated machinery specifics precision millwright experience for coaching/mentoring laser alignments, soft foot checks, T.I.R measurements and be familiar with associated scientific measurement equipment.
  • Must be self-motivated and able to work without daily supervision.
  • Able to create, check, and adjust all managed RCM programs for customer’s continuous improvement.
  • Development and QA of Reliability Centered Maintenance programs within DHA-FE
  • Provides knowledge and practical training for precision maintenance practices such as various alignment methods, soft foot check, and run-out correction.
  • Provides CBM/PdM baseline, commissioning, warranty studies, and design recommendations.
  • SME technical resource for all RPIE/equipment related issues in DHA-FE
  • Creates technical exhibits for proper identification of contract requirements.
  • Work closely with FM and FOB staff to identify site specific goals, needs, and contract deliverables.
  • Familiar with technical requirements concerning all aspects of operations and maintenance applications within a healthcare environment.
  • Serves as an O&M Technical Advisor as well as an RCM SME to DHA Leadership and the MTFs in Performance Work Statement (PWS) procurement packages, review new or existing contracts, and RCM RPIE applicable scoping.
  • Plan, schedule, and carry out site investigations and consultation for MTFs as it pertains to the needs and structure of the Operations and Maintenance program and support.
  • Support MTF facility management efforts related to ensuring compliance with Defense goals, reducing commodity cost risk, seeking and prioritizing Service’s contract agents and their contract initiatives for operations, maintenance, planning and prioritizing Building Management and Controls Systems modernization for standardization, managing $1.0B in Sustainment, Restoration and Modernization activities through the DHA FE Work Induction Board, and analyzing MTF operational trends and targets opportunities to standardize across the MHS.
