About The Position

GovCIO is currently hiring for a DevSecOps/Agile Transition Manager with an active Secret clearance to lead DevSecOps teams and provide strategic and hands-on technical direction in implementing DevOps practice areas, including continuous integration, delivery/deployment and monitoring, automated testing, Infrastructure as Code, and configuration management. This position is located in Arlington, VA (hybrid schedule). Responsibilities Responsible for managing a broad base of technical employees in the design, implementation, and system integration of complex systems solutions. Effectively completes detailed project plans, schedules, functional flows, and specifications, standard operating procedures, and quality assurance plans by identifying tasks, deliverables, assignments, controls, and contingency plans. Leads and manages the efforts of multi-disciplined personnel teams (Engineers, DBAs, & QA) to deliver systems within guidelines for schedule, cost, quality, and productivity. Monitor and report on project status and milestone achievements across all phases of the project on a regular basis, and implement remedial actions as appropriate. Delegates tasks to, organizes, mentors, and motivates a team of Information Systems professionals and fosters a culture of continuous improvement. Manages technology assets and budget; assesses, designs, and provides system and technology training. Monitors technological trends, including emerging standards and new technology opportunities.

Requirements

  • Bachelor's with 15+ years of DevSecOps experience (or commensurate experience)
  • 5+ years of experience leading DevSecOps teams implementing in a large environment with the ability to provide strategic and hands-on technical direction in implementing DevOps practice areas, including Continuous integration, delivery/deployment, and monitoring, automated testing, Infrastructure as Code, and configuration management.
  • Recognized Agile (e.g., SAFe, SCRUM, Kanban, XP, Lean, and Scrumban) certified professional
  • Hybrid role with onsite work in Merrifield and Arlington, VA; Washington DC region-based role
  • Ability to work on-site as needed to support the creation of classified systems in relation to the implementation of DevSecOps
  • Ability to explain highly technical concepts to executive and non-technical leaders
  • Ability to interact daily with C-suite and senior executive-level government staff
  • Ability to create a plan of action to communicate and increase the adoptions
  • DevSecOps practices and a DevSecOps platform across an organization
  • Ability to explain and demonstrate ROI for the adoption and migration towards DevSecOps at an organizational level
  • Skilled in creating cross-collaboration with other technical and thought leaders within a government organization
  • Experience incorporating agile development practices with emphasis on a fast return on investment
  • Clearance required: Active Secret clearance is required with the ability to obtain and hold DEA suitability

Nice To Haves

  • Experience implementing organizational development methodologies
  • Experience managing multiple software development teams concurrently in a government organization
  • Experience directing Systems Engineering Life Cycle (SELC) or Customer Relationship Management (CRM) system implementations
  • Experience writing Infrastructure as Code (IaC) in Terraform
  • Experience working in AWS and Azure Government Cloud environments
  • Experience using GitHub Enterprise, including writing GitHub YAML workflows to include GitAction and integration with other third-party CI/CD tools
  • Experience understanding software development principles and ability to read a variety of code bases, including C++/C#, Java, Ruby, PowerShell, YAML, JSON, Python, and .NET
  • Experience with the integration of automation tools such as Ansible
  • Experience integrating and working with SonarQube, GitHub Advanced Security, Dependabot, Anchore/Trivy, AWS ECR
  • Experience working with containers and a micro services-based architecture, including experience with AWS EKS / Kubernetes, ISTIO Service Mesh, Podman, Kubectl, Docker, RHEL, and Windows Server
  • Experience working in a government system and collaborating with ISSO and ISSM as part of a continuous ATO process
  • Experience working with and implementing Interactive Development Environments (IDE), such as GitHub Codespaces, Microsoft Visual Studio, IntelliJ, Eclipse, Atom, or JetBrains
  • Bachelor's degree in IT, Computer Science, Information Systems, or a related field
