About The Position

The Development Services Facilitator serves as the first point of contact for Development Services, responsible for the frontline permit and contractor licensing process including support for all customers (phone, email, walk-ins). Conducts preliminary permit application and code research; coordinates and tracks progress of permit and license applications. Performs records research and duties to process permit applications and issue permits (residential and commercial); supports the permit and licensing process including clerical support functions; provides information concerning permit requirements, codes and inspection procedures to contractors, design professionals and the public; to check plans for completeness and accuracy; to calculate permit fees; to issue over-the-counter permits; and to do other work as required. This position within the Development Services Department requires a candidate with strong customer service expertise, excellent interpersonal skills, and the ability to make sound, timely decisions in a fast-paced environment with minimal supervision. The ideal candidate will have experience in call center operations and demonstrate proficiency with Customer Relationship Management (CRM) software, as well as confidence in face-to-face interactions. Regular collaboration with managers and leaders across multiple sections and departments is expected. Strong verbal and written communication skills are essential for conveying information clearly and maintaining professional relationships. Additional qualifications include a solid understanding of construction terminology and building codes, proficiency in data entry and permit tracking systems, and the ability to explain technical information to the public in an accessible manner.

Requirements

  • Knowledge of land development code and Florida Building Code
  • Knowledge of basic land development and construction permit requirements.

  • Graduation from high school or possession of a GED Certificate and one year of experience working in a support role for a company providing technical public service in a business field, e.g. Architect/engineering, construction, or similar fields.
  • OR an equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted above.
  • Tier 1: Possession of ICC (International Code Council) Permit Tech Certification, or ability to obtain within one year of hire date.
  • Tier 2: Possession of ICC Permit Tech Certification and Certified Floodplain Manager (CFM).

Responsibilities

  • Answering general questions for processes and services provided by Development Services includes all services associated with permitting and property development, such as planning, zoning, development review, and building permits and inspection services for all of unincorporated Hillsborough County.
  • Accepts, reviews and evaluates building permit and development review applications for completeness and accuracy
  • Accepts, reviews, updates, and processes contractor licensing applications, including Licensing Board support.
  • Reviews plans for completeness and accuracy and check for basic compliance
  • Calculate fees and process payments
  • Verifies parcel ownership and checks for violations and inspection history
  • Processes over-the-counter permits and stand-alone applications
  • Conducts preliminary permit application and code research; coordinates and tracks progress of permit applications.
  • Determines which agencies must review applications and routes permits to various County agencies and departments to process
  • Provides information to the public concerning the permit process requirements, codes and inspection procedures
  • Assists clients both online and in-person in completing applications for permits
  • Receives and processes citizen construction complaints through code compliance process, including facilitation and supporting notice of violation, proper notice of hearing and other compliance procedures
  • Respond to inquiries regarding the status of permit applications
  • Explains reasons for denial of applications
  • Explains additional requirements and the process for reapplying

  • Inputs, accesses and analyzes data using a computer
  • Issues certificates of occupancy/ completion
  • Maintains records and performs records research
