About The Position

Scope of Position: The Development & Construction Manager is responsible for managing all aspects of capital development projects from design through construction and completion, as well as overseeing the ongoing renovation and construction of facilities owned or leased by the agency. This position ensures projects are delivered on schedule, within scope, and in compliance with applicable city, state, and federal regulations, while supporting the agency’s mission to provide high-quality, safe, and compliant housing.

Requirements

Bachelor’s degree in Construction Management, Engineering, Architecture, Facilities Management, or a related field preferred.
Minimum of five (5) years of experience managing construction, capital projects, or facilities, preferably in affordable or supportive housing.
Working knowledge of DOB regulations, construction permitting, and building systems.
Strong organizational, communication, and documentation skills.
Ability to manage multiple projects simultaneously and work effectively with diverse stakeholders.
Proficiency with Microsoft Office and project documentation systems.
Ability to work on-site at construction locations multiple days per week.
Ability to walk construction sites, climb stairs, and perform visual inspections.
Occasional evening or weekend work may be required to meet project deadlines.

Nice To Haves

Experience with LIHTC projects and regulatory compliance strongly preferred.

Responsibilities

Manage capital projects from pre-construction through completion, executing project work plans and adjusting as necessary to meet changing needs and timelines.
Ensure all project documentation is complete, accurate, current, and maintained in accordance with agency standards.
Prepare and implement quality assurance procedures and engagement reviews.
Maintain daily records related to construction activities, work orders, and project correspondence.
Attend and participate in project meetings, coordinating with contractors, vendors, architects, and engineers.
Monitor construction activities for compliance with approved plans, architectural renderings, filed documents, and issued permits.
Conduct on-site inspections a minimum of three (3) days per week to ensure contractors remain on schedule and within contract requirements.
Facilitate clear and timely communication among contractors and design professionals to resolve issues and prevent delays.
Maintain familiarity with all applicable city, state, and federal regulations governing agency facilities and capital projects.
Provide regular progress reports to senior leadership, including identification of risks, delays, and recommended corrective actions.
Lead project close-out activities, including coordination with contractors to secure Temporary and Final Certificates of Occupancy.
Manage contractor responses to all first-year warranty and punch-list issues.
Obtain, review, and verify LIHTC-required construction sign-offs, lien waivers, and release-of-lien documentation.
Train maintenance staff on the safe use, operation, and ongoing maintenance of building systems.
Train building superintendent(s) on maintaining critical compliance files in accordance with LIHTC, OMH, and DOB requirements.
Inspect prospective scatter-site apartments to confirm habitability, safety, and code compliance prior to occupancy.
Coordinate and facilitate repairs to scatter-site apartments, including managing repairs related to client-caused damage when applicable.
