About The Position

Under the general direction of the Assistant Director of Planning, the Development Analyst helps furthering goals related to economic development, current development, and long-range development of the city. This position provides critical support to the department through a combination of administrative, technical and research functions. The Analyst has a particular emphasis towards efforts supporting department economic development programs as well as gathering, displaying and maintaining data to be used for informed decision making for future city development. The position is responsible for assisting in developing, maintaining, and implementing the City’s revitalization policies related to Reinvestment Zones, Neighborhood Empowerment Zones, Tax Increment Reinvestment Zones, small business grant programs and supporting the Boards and Commissions involved in the same. The position will track, monitor and report on development data and indicators for the City.

Requirements

  • Bachelor's degree in urban planning, business administration, economic development, statistics, finance, public administration or similar study; with 2 years of increasingly responsible experience in data analytics, urban redevelopment, planning, research, economic development or related work.
  • An equivalent combination of education and experience may be accepted.
  • A valid Class C Texas driver's license is required.
  • Must display effective verbal and written communication skills.
  • Skilled in professional judgement and discretion when handling confidential or sensitive information.
  • Must have ability to reason, plan, problem solve and pay attention to details.
  • Must maintain positive and effective working relationships with co-workers, partners, prospects, and the public.
  • Must maintain strong organizational skills with the ability to manage multiple projects, priorities, and deadlines with attention to detail.
  • Professionally interact and exhibit excellent customer service skills with other city departments, elected/appointed officials, and partner agencies.
  • Meeting and group facilitation skills for use with public meetings and community workshops.
  • Must have ability to organize and conduct effective meetings with staff, neighborhood committees, residents, business owners and/or developers.
  • Demonstrated ability to convey complex information to a variety of audiences through infographics, datasets, written analysis and presentations.
  • Ability to translate data and insights into useable information and infographics.
  • Must be experienced with office software applications (Word, Excel, PowerPoint, Outlook, and similar programs).
  • Skilled in researching, analyzing, generating data and formulating conclusions related to urban planning and economic development.
  • Must have ability to conduct and summarize research, and review/understand technical documents and use critical thinking skills to draft reports, ordinances, and other technical documents.

Nice To Haves

  • Knowledge and experience in urban planning and economic development are preferred.
  • Graphic design experience preferred.
  • ESRI GIS experience preferred.

Responsibilities

  • Gather, monitor, maintain and report on development data and indicators.
  • Develop and maintain marketing materials related to development.
  • Develop and maintain data tracking and monitoring systems and processes.
  • Conduct original research on various development topics.
  • Maintain and update datasets and maps, ensuring data integrity, accessibility, and relevance for internal and external use.
  • Support the efforts of various economic development programs.
  • Coordinate closely the activities of economic development with those of development services.
  • Assist with coordination of various boards and commissions.
  • Assist with the development, maintenance, and implementation of the City’s revitalization policies related to downtown, neighborhoods and other special districts.
  • Provides support on City of Amarillo economic development programs and processes.
  • Assists in coordinating and administering meetings of the Tax Increment Reinvestment Zones.
  • Assist various City departments and partners in the continued revitalization of Downtown Amarillo and neighborhood plan areas.
  • Assist businesses seeking to locate, expand, or upgrade existing facilities in downtown Amarillo, neighborhood plan areas, TIRZ zones, or other targeted areas for reinvestment.
  • Assist in maintain information on the City’s webpage.
  • Leverage data platforms and emerging technologies to gather, analyze, and enhance research for data-based decision making.
  • Perform other job-related duties as assigned.
