This position is accountable for assisting in the review of pavement designs and life-cycle cost analyses from the districts. This position is responsible for planning, directing, and conducting studies dealing with the design and construction of pavements in Illinois, for recommending strategies to solve specific pavement design problems, and or making recommendations to improve pavement design and construction policies and procedures. Essential Functions Performs initial review of district pavement designs and life-cycle cost analyses to determine the appropriate pavement type for the project. Plans, directs, and conducts research studies and investigations aimed at improving the design, construction, and performance of all types of Hot-Mix Asphalt and Portland Cement Concrete pavements. Provides recommendations regarding departmental pavement design and construction techniques and methodologies based on historical performance. Investigates existing problems associated with specific pavement design and construction details to determine the causes and recommends corrective action to the districts. Prepares technical papers to document findings of investigations and in-house research studies. Assists with the development of departmentwide courses on pavement design and construction practices. Trains, motivates, and evaluates subordinate personnel to ensure their effectiveness. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned.
