About The Position

This position provides technical expertise and coordination for transportation programs involving multiple design and building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Essential Duties: The essential duties for a Design Tech Specialist (Transportation Specialist) II, III, or IV include: Assists in prioritizing and scheduling projects. Coordinates communication between district/division/Department of Public Safety and other external entities. Coordinates compilation of complete plan packages for submission to the responsible engineer for review and signature. Coordinates with staff and area engineers regarding construction operations as they relate to contract administration, programming, planning, design, right-of-way and maintenance operations. Reviews and oversees plan packages submitted by consultants. Serves as technical member on transportation-related projects. Performs other job responsibilities as assigned. This position requires you to drive for TxDOT Additional responsibilities for a Design Tech Specialist (Transportation Specialist) III and IV include: Assists in overseeing design work among TxDOT entities, consultants and contractors. Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections. Assists in planning, developing, administering and monitoring district maintenance contracts and service agreements. Additional responsibilities for a Design Tech Specialist (Transportation Specialist) IV include: Evaluates and analyzes highly complex design issues.

Requirements

  • Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis.
  • Transportation Specialist II: 4 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full-time or prorated part-time equivalent).
  • Transportation Specialist III & IV 5 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full-time or prorated part-time equivalent).
  • Valid driver’s license.
  • Design and plan preparation methods and requirements
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • The Texas Manual on Uniform Traffic Control Devices
  • Program/project planning, development, and management methodologies
  • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Applying engineering principles, practices and methods in job responsibilities
  • Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • Knowledge of the Utility Accommodation Rules
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short- and long-term deadlines
  • Must pass a drug test prior to employment for safety impact positions.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
