About The Position

RELYANT Global, LLC is seeking a Design, Monitoring, and Evaluation Specialist to provide professional services and subject matter expertise CONUS and OCONUS in support of the US Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs (INL) Program. Position availability is dependent upon contract award. Job opportunities, duties, responsibilities, and qualifications are subject to change Duties and Responsibilities Project and Program Design (40%): Advise program managers and implementing partners on the application of the INL design standards for projects and programs, including how to write goal and objective statements that meet the change and clarity standards, and how to develop valid indicators for goals and objectives, etc. Data Management (30%): Work closely with INL/KM social and data scientists to enroll all appropriate projects in INL's performance monitoring database, etc. Data collection and reporting (10%): Develop and review data collection tools; Collect and report data from publicly available or government sources, as needed for effective project and program management. Data Analysis, Visualization, and Data-Driven Learning (20%): Analyze project and program monitoring data for decision-making purposes; etc.

Requirements

  • Minimum three (3) years of experience in process mapping, auditing, data analysis and/or monitoring and evaluation
  • Experience in assessing risks, reviewing internal controls and procedures, identifying process weaknesses and inefficiencies, with preference for experience auditing property accountability
  • Data analysis / administration background
  • S. Citizen
  • Secret Clearance
  • Fluency in English, proficiency in French and/or French Creole preferred
  • Proficient computer skills including Microsoft Word, Excel, and Outlook
  • Proven ability to produce clear, concise, written reports and presentations in English
  • Based in Port-au-Prince, Haiti
  • Able to drive armored vehicles
  • Excellent interpersonal skills
  • Bachelor's degree – Required
  • Demonstrated ability to design analytic visual reports in PowerBI, Tableau, or related software.
  • Demonstrated ability to develop valid, collectible indicators to monitor project and program outcomes
  • Strong written and verbal communication skills to interact with INL program teams, INL program leadership, government partners, and implementing partners
  • Demonstrated ability to explain technical concepts to non-technical audiences
  • Proficiency in Excel, google sheets, or related software

Nice To Haves

  • Master's Degree – Preferred (Areas of study: social sciences, program development, monitoring and evaluation, international security studies, international development/affairs, political science, business administration).
  • Demonstrated experience conducting monitoring and evaluation activities in one or more developing countries
  • Demonstrated experience working at the U.S. Department of State or another federal agency
