About The Position

The Multi-Jurisdiction Bureau is seeking a Deputy Supervisor in its Complex Narcotics Unit to direct felony Assistant States Attorneys vertically prosecuting complex narcotic and gun related crimes. The Deputy Supervisor will work with ASAs to collaborate and build relationships with law enforcement departments at the local, state, and federal levels, and will coordinate with other prosecutors offices as appropriate, including the US Attorneys Office, the Illinois Attorney General, and collar county states attorneys offices. The Deputy Supervisor will directly supervise ASAs working in a vertical prosecution model, evaluating evidence from investigations, making charging recommendations, indicting the cases before the grand jury, negotiating resolutions, preparing and executing bench and jury trials, and handling sentencing hearings.

Requirements

  • Must be able to manage the needs of attorneys, including caseload management, training, and supporting attorneys in pursing long-term development opportunities.
  • Must consistently observe and review the work of attorneys, both inside and outside of the courtroom, to offer productive feedback and motivate ongoing improvements.
  • Must demonstrate the ability to provide significant investigative support in complex investigations, including offering appropriate legal guidance to investigators.
  • Must have strong analytical, writing and oral advocacy skills; advanced case law and statutory knowledge in criminal law and procedure; and must serve as a personal and professional resource and thought partner to attorneys and colleagues.
  • Must have excellent communication skills and willingness to proactively coordinate with multiple law enforcement agencies and outside prosecutors offices;
  • Must consistently demonstrate sound judgment, critical thinking, dedication to work product, and effective time management, while also supporting junior attorneys in doing so.
  • Must uphold the mission and values of the Office at all times and support attorneys in doing the same.
  • Must exercise integrity and decorum in all situations.

Nice To Haves

  • Must have a minimum of 8 years of litigation experience.
  • Prior supervisory experience such as a rotation as a Felony Review Unit trial supervisor, courtroom first chair, or similar unit leadership position.
  • Significant experience in complex/long-term investigations and vertical prosecutions
  • Experience in reviewing search warrant, consensual overhear (COH), pen register, and tracking device affidavits.
  • Experience supporting law enforcement during an Electronic Surveillance Order (ESO)/Title III investigation.
  • Experience collecting data and drafting grant reports to demonstrate compliance with program objectives.

Responsibilities

  • Assist the Supervisor of the Enhanced Drug and Gun Enforcement Division (EDGE) with the oversight of the Complex Narcotics Unit
  • Ensure that cases, from inception to disposition, are prosecuted fairly and handled properly, and that the ASAs are correctly trained in all aspects of their job
  • Collaborate with the Supervisor to coordinate formal and informal training of the ASAs in conjunction with the CCSAO Director of Training and the Multi-Jurisdiction Bureau Chief and Deputy Bureau Chief and must engage in daily supervision, education and mentoring of the ASAs assigned to the Complex Narcotic Unit
  • Consult with the Felony Review Unit and local, state, and federal law enforcement partners on investigations
  • Involved with charging decisions made on various complex narcotics cases and other significant cases that will be prosecuted by the Complex Narcotics Unit
  • Be aware of significant litigation handled by the Complex Narcotics Unit and will regularly consult with the Supervisor and the ASAs on those matters, when needed
  • Work with the Grants & Development Unit to create grant programs for the Complex Narcotics Unit
  • Responsible for collecting data and drafting grant reports to demonstrate compliance with program objectives
  • Whenever practical, accompany the Supervisor to meetings held with relevant law enforcement partners, and participate in law enforcement training sessions
  • Aid the Supervisor in all aspects of his/her duties, and shall be assigned additional responsibilities by the Supervisor as is necessary to carry out the work of the Complex Narcotics Unit
  • Required to occasionally work First Appearance Court on weekends and or holidays
  • Be an effective advocate and emissary of the mission, vision and values of the Cook County States Attorneys Office both with ASAs as well as law enforcement and community partners
