About The Position

The Deputy Site Manager will report directly to the Site Manager. This position is located at Thule AFB, Greenland. The Deputy Site Manager schedules, manages, and directs the site work force in operations and maintenance (O&M) to satisfy contract requirements. He or she ensures all Performance Work Statement (PWS) requirements are achieved, reviews and evaluates proposed contract changes, ensures Contract Deliverables are accurately prepared and delivered as specified. Other duties and responsibilities may be assigned to meet the changing needs of contract performance.

Requirements

  • Bachelor’s Degree in management or a technical field or completion of government/military technical training/leadership schools.
  • Five years’ experience managing employees performing technical operations and maintenance functions.
  • Three years hands-on experience with government contract(s) for the operations and maintenance of phased array or equivalent radar or technical systems.
  • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.

Responsibilities

  • Develops, implements, and enforces quality assurance, security, fire protection, and safety programs.
  • Implements procedures and programs to control costs while ensuring timely and efficient utilization of assigned manpower and resources.
  • Actively manages all PWS O&M requirements for SSPARS. Effectively manages, plans, directs, and controls site manpower and other contract resources to assure effective mission support 24/7.
  • Establishes programs, policies, and procedures and initiates controls to ensure compliance with the requirements and standards of the PWS. Ensures each work center meets or exceeds PWS Performance Thresholds.
  • Implements site training programs to ensure proficiency and certifications for a highly qualified workforce.
  • Provides emergency response capability 24/7.
  • Visits each work center to ensure compliance with staffing requirements and use of operating procedures and technical data.
  • Participates in the Group and Squadron Commanders’ staff meetings.
  • Ensures site operating instructions are reviewed annually or sooner if required and reflect currency of operations and maintenance procedures.
  • Actively supports and participates in the quality program and coordinates with QA the development of the monthly Quality Status Report. Responds immediately to issues, concerns, and deficiencies noted by the Squadron Commander, site contracting Officer Representatives (COR’s), and Mobile COR’s.
  • Supports MWOC operations training, standardization evaluations, higher headquarters inspections, and participates on the Squadron Commander’s Crisis Response Element.
  • Supports Government and associate contractor conferences, meetings, briefings, and technical interchanges.
  • Appoints personnel to primary and alternate additional duties.
  • Implements and performs all required industrial, physical, and operational security functions and programs and complies with the DD Form 254, Contract Security Classification Specification.
  • Establishes and maintains a logistics capability to direct, manage, control, acquire, issue, and safeguard Government owned and Government furnished supplies and equipment to ensure continuous operation.
  • Responsible for human resources (HR), personnel management, and finance for contractor personnel at the site.
  • Evaluates the performance of his immediate subordinates, oversees the performance of each employee, and reviews each employee’s annual performance evaluation.
  • Prepares budget information requested by the Squadron Commander.
