About The Position

The Court Security/Transport Deputy is responsible for providing security at the entrances to the Courthouse, court security, internal security, perimeter security, and parking lot security. The Deputy is responsible for all security aspects of the courthouse, including ensuring that the judges and judicial staff, court employees, and the general public visiting the courthouse are safe by screening visitors and clearing them for entry as well as providing security in the courtrooms during hearings, and responding to calls for service within the courthouse. The Deputy is also responsible for transporting inmates to and from court hearings and medical appointments. They will safely transport prisoners with security procedures appropriate to risk, supervise the inmates while being transported to and from the correctional facility insuring inmate safety and security. The Deputy is also responsible for long-distance transports to other county facilities or State Hospital. The Deputy is required to keep court notes for the hearing to be turned over to the Detention Center to update booking information. This position deals with highly volatile situations and diverse individuals.

Requirements

Must be a United States citizen, minimum of 18 years of age or older; high school graduate or GED certified.
Maintain yearly qualification for firearms.
Must possess & maintain a valid ND operator’s license with no serious traffic or criminal convictions.
Must be a person of good character as established by an in-depth background investigation. In determining good character, consideration must be given to all law violations, including traffic and conservation law convictions, prior history of alcohol and drug abuse, etc.
Must be able to pass civil, criminal, and driver’s license background checks and physical and mental evaluations to prove the ability to handle oneself in cases of physically demanding emergencies and stressful environmental strains.
General office and computer equipment operation; court and hearing locations, court procedures; criminal law and procedure involving the apprehension, arrest, and custody of individuals
Knowledge of law enforcement practices and procedures
Knowledge of department communications equipment
Knowledge of federal, state, and county rules, regulations, policies, and laws related to law enforcement
Proficiency in department rifle and duty weapon qualifications
Proficiency in Taser, radio communications, non-lethal weapons
Properly use all issued equipment (handcuff’s, taser, radio communication, non-lethal weapons)
Ability to read and comprehend laws, ordinances, policies, and procedures and appropriately apply them to work situations

Nice To Haves

Preference is given to those with a college degree in criminal justice or related field, or three (3) years of law enforcement experience, or equivalent combination of education, experience and training, and the ability to obtain and maintain a North Dakota Peace Officers License within one year of initial employment, if required.

Responsibilities

Court Security
Open and close Courthouse during the work week
Sets up search operations to screen members of the public who seek admittance to the Morton County Courthouse; assists the public by directing them to the proper destination within the courthouse. Takes extra security measures for multi-defendant or high-risk trials
Provide physical security at the entrance of the Courthouse. This would require monitoring radio communications checking all employees, general public, and packages before admittance to the Courthouse, and provide perimeter security of the facility
Conduct point of entry searches; running x-ray machine, pat searching patrons, answer questions, direct and assisting patrons; take custody of items considered contraband while in the courthouse and returning when they leave
Keep order within the courtroom and attend to the needs of witnesses and other persons having business before the courts
Ensure people in the court behave appropriately
Provide a security presence in courtrooms
Process illegal contraband taken when entering the building making an arrest or long-form the complaint
Escort inmates to and from the court and maintain security during court proceedings
Ensures that litigants, attorneys, court staff, and spectators conduct themselves properly; enforces laws and arrests violators; remains alert and ready at all times to control unusual or unexpected situations in and around the courtroom; uses restraints in the courtroom on dangerous prisoners who are in custody, or witnesses, when appropriate. Provides security for judges, witnesses, attorneys, juries, and the public
Responds to and handles calls for service at the Courthouse; evacuates and secures the Courthouse in the event of bomb threats, fires, or other emergencies; assists in conducting building searches during bomb threats. Calls for appropriate response based on an assessment of the situation
Responds to call of service and 911 calls within in the building; administers first aid as the situation requires until relieved by medical personnel
Monitor radio communications, security cameras, court schedule monitors, closed-circuit TVs, alarms, etc., in control rooms
Oversee emergency evacuations of court buildings
Adheres to all applicable safety policies and procedures
Performs duties associated with court orders requiring a licensed deputy to enforce the order at the courthouse
Patrols perimeter and provides security checks for the Morton County Courthouse, the combined Law Enforcement Center and parking lot
Assists the Sheriff's Office and other law enforcement officers, court bailiffs as directed
Serves warrants, summonses, judicial orders, sentencing, and other processes; makes arrests
Serve protection orders, civil papers
Make arrests that may involve physical and non-physical contact
Assist Civil and Warrants Division when needed
Deliver bond book and medications to BMDC
Provide security for departments of Courthouse
Clean and maintain front security area within Courthouse
Provide security for Commission Meetings
Maintains and arranges for service, upkeep, and repair of vehicles in the transport fleet
Compose, prepare and review a variety of routine, and non-routine reports, narratives, and other documents
Oversee Monthly alarm checks
Completes contractors and visitor sheets; add transports to board when needed; photographs employees and contractors for necessary ID cards and/or electronic door FOBS
Maintains the Sheriff’s Office code of ethics
Transport
Transports prisoners on writs or warrants to and from correctional facilities, from the jail, and from state and private hospitals for required court appearances; works closely with and cooperate with the jail staff to safely supervise inmate movement from the jail to the courts; transports juveniles to and from secure and non-secure facilities to court.
Supervise inmates being transported to and from the Morton County Detention Center. Maintains direct supervision of juveniles, prisoners, and other secured individuals at all times. Stands by with inmates during emergency hospital visits.
Conduct transports for medical appointments, child support, and conducting court security at BMDC for initial appearances.
Coordinate transports for hearings from BMDC, NDSP, and other counties.
Patrol
Patrols roads, highways, and business and residential areas in the enforcement of traffic and criminal laws, county and city codes; responds to a variety of calls for services.
Is diligent in preserving the public peace and protecting persons and property; notify citizens of any potential hazards throughout the community
Observe and analyze traffic flow patterns, roadway and weather conditions, and operating practices to determine and implement corrective action; anticipate and prepare for unusual events that might develop abnormal traffic conditions
Investigates vehicle crashes; analyze crash scenes utilizing a variety of computer and physical equipment/devices, collects witness statements, and other evidence necessary to reconstruct the crash and determine cause and issue citations when required
Enforces state and local laws and ordinances within Morton County
Maintains community presence and/or responds to calls for service and takes appropriate action
Responds to calls related to the protection of life and property, traffic incidents, and other public safety emergencies
Responds to a variety of calls to which may include the use of weapons during domestics, active shooter incidents, burglaries, juvenile disturbances, civil disturbances, health and welfare assists, civil standby, business and residential alarms, thefts, traffic crashes, animal calls, protection /no-contact order violations and services, medical and fire calls, bomb threats, hazardous material spills, search and rescue and other public and life safety incidents
Check a residential and commercial property for security as requested; performs welfare checks on individuals when necessary as requested
Determines the existence of probable cause and identifies and takes suspects and offenders into physical custody, or refers charges for review and prosecution
Prepares investigation reports of criminal and traffic investigations, in a timely manner
Conducts preliminary and follow-up investigations, collects photographs and evidence from domestic disturbances, criminal and death investigations, hazardous incidents, vehicle crashes
Verbally interacts with witnesses and victims, suspects, and offenders to obtain information
Conducts examinations of persons, vehicles, premises, or areas to determine the presence of individuals or illegal activities or articles
Takes suspect or offender into custody and transports them to appropriate correctional facilities, maintaining security and safety of individuals being moved from one location to another
Performs self-initiated patrol consisting of traffic stops, patrolling high crime areas of the County, warrant arrests, DUI patrol, domestics, and other relevant law enforcement activities
When necessary provide crowd control, traffic control, public information, and related duties during community events, celebrations, and activities
Presents testimony and evidence in court and other legal and administrative proceedings
Respond to calls for service from the public, resolve any issues or incidents that may arise in accordance with Federal, State, and County laws and department policy and procedures
Prepares process and/or transmits various reports
Monitors traffic for violations issuing warning and traffic citations; perform traffic control
Gather, collect, and maintain evidence, substances, and any other type of documentation that may be obtained as the result of traffic or criminal investigations
Pursue fleeing suspects, inmates and perform searches of persons, vehicles, and other areas that may be required
Detect and collect evidence, fingerprints, photographs, and substances that provide the basis of criminal offenses and infractions
When authorized forcibly enter into residences, buildings, and vehicles under dangerous conditions where non-lethal and/or lethal force may be required and may be used against you
Effectively evaluate and present a factual basis to courts and prosecuting attorneys for an evaluation of traffic and criminal offenses
Physically search, restrain, and transport detainees, committed mental health subjects
Provide prisoner transportation to and from courtrooms ensuring inmate security and maintaining them during proceedings
Serve warrants, civil summonses, subpoenas, and orders issued by the courts and appropriate attorneys in criminal and civil actions
Keep bystanders out of danger; safeguards property, and provides first aid other assistance, and referrals for accident victims
Perform all other specific duties as required by the Sheriff or his designee
