About The Position

This position will contribute to the agency by overseeing and managing the functional areas of Right of Way. The person in this role will ensure compliance with Right of Way policies, procedures and statutes while providing essential technical support to both internal and external stakeholders. This position will also assist in monitoring, training, and assisting local governments on LAP projects when federal funds ae used. They will serve as the Department’s client representative at mediations as well as serve as a backup to the Right of Way Manager in day-to-day duties. Most importantly this position ensures that parcels are acquired in a timely manner so Projects can be certified for construction. Through cooperation, coordination and collaboration among the OneFDOT team, you will be contributing to a strong and empowering culture of TRREC: Trust, Relationships, Respect, Empowerment, and Communication.

Requirements

  • Knowledge of and understanding of 49 Code of Federal Regulations (CFR) Part 24 (Uniform Act), relating to real property acquisition and relocation assistance.
  • Knowledge of real estate principles and practices.
  • Knowledge of quality assurance planning for the acquisition and relocations assistance program.
  • Skills in use of personal computers, including a working knowledge of word processing and spreadsheet software.
  • Skills in effectively communicating orally and in writing.
  • Skills in problem solving.
  • Ability to develop, commit to and meet project schedules.
  • Ability to establish and maintain good working relationships with others.
  • Ability to identify training needs and to develop and present effective acquisition and relocation training.
  • Ability to develop and implement a quality assurance plan for acquisition and relocation assistance program.
  • Ability to be self-directed.
  • Ability to understand and interpret real estate appraisals and right of way maps.
  • Ability to plan, organize, coordinate and perform multiple work assignments/tasks.
  • Ability to work independently.

Responsibilities

  • Supervise employees; plan, organize, coordinate, and schedule assigned work for employees.
  • Participate in applicant selection and hiring process.
  • Provide employee orientation and training and prepare employee performance evaluations.
  • Recruit and select applicants.
  • Manage Production Program.
  • Serve as the Department’s client representative.
  • Assist the District Title VI Coordinator in monitoring and reporting the Department's compliance with Title VI and related statutes.
  • Develop, implement and ensure a Quality Control Program.
  • Assist the Right of Way Manager in developing and implementing policies and procedures.
  • Ensure conformance with applicable laws, rules, regulations, policies and procedures.
  • Authorize the execution of Right of Way certifications.
  • Review and approve invoices.
  • Monitor, train and assist local governments.
  • Respond to public records requests and related inquiries.
  • Represent Right of Way at public meetings/hearings and workshops, and similar forums.
