MITRE’s Army Concepts to Capabilities department (N213) is seeking an accomplished technical leader to assist the USARPAC project leader in building and leading high-performing engineering teams. The Concept to Capability Department delivers innovation and advanced integration support across the generating force to the operational units, executing projects assisting with Army Concepts, Acquisition, Sustainment, and Theater Operations communities to accelerate modernization, increase senior leader decision space, and facilitate sound investment recommendations. Our department assembles mission critical teams and builds partnerships across the United States Army with unparalleled expertise in mission engineering, concept development, capability integration, and technology experimentation that improves organizational performance across domains, warfighting functions, and the range of military operations. Key focus areas and core competencies for the department consist of concept development & wargaming, prototyping & experimentation, and innovation and modernization activities. The job is a Honolulu, HI based position; this work location is required to effectively assist the project leader on a large and complex work program, fostering staff and government customer relationships and shape the direct work program. This requisition is targeting 2nd quarter FY26 execution (April – June 2026) The USARPAC deputy project & technical lead will be responsible for advancing MITRE’s unique and significant role across USARPAC missions in this dynamic theater, providing technical expertise and innovative solutions that enhance operational effectiveness. MITRE partners with USARPAC to leverage research and development, mission engineering, and advanced experimentation to enhance warfighting capabilities, build integrated partner capacity, and improve readiness to respond to crises and conflict across all domains. While air and maritime forces are often a focus, the Army plays a critical and unique role in executing operational plans in vital regions across the theater, providing the human-centered capability to shape and deter conflict. The Indo-Pacific is a complex theater characterized by vast distances, diverse populations, and thousands of islands forming strategic lines of defense and influence. The selected candidate will support the project leader across all aspects of the project, directly with USARPAC key sponsors, associated external government stakeholders & teammates, and direct project engineering teams. A primary focus area includes supporting the development of advanced concepts and technology prototypes aligned with major Pacific exercise venues that will enhance US Army Pacific’s Non-Kinetic Effects deployment, integration, and employment. Applying systems engineering principles, the candidate will integrate MITRE data science and analytical tools to inform Theater Army NKE modernization activities and shape capability prioritization activities with the sponsored command. The expectation is this candidate will embody the principles and work to achieve the vision of our MNS Strategy. This position requires a self-starter, you will be working in a dynamic team environment, on non-routine tasks requiring novel approaches, with limited structure and supervision. This position requires onsite support with the sponsor in Honolulu, Hawaii and includes coordinating with the Project Leader to support a multi discipline MITRE team across the INDOPACOM and other Service Components. This position requires a commitment and relocation for 3 years to Oahu, Hawaii in support of our work with USARPAC. This position is physically located at Fort Shafter, Hawaii and collocated with the sponsor at the U.S. Army Pacific Headquarters. As part of MITRE’s Push to the Pacific initiative, employees hired to this requisition will be on the Hawaii Rotational Incentive program, implemented to attract talent for select positions with high demand and difficult to fill skill sets. As part of the Hawaii Rotation Program, the candidate selected for this position will receive an annual incentive as a lump sum payment, less tax withholding, and other applicable deductions 3 years with the possibility of extension for up to two additional years (maximum of five years total), subject to business needs and management approval.
