About The Position

Willdan Lighting & Electric, a subsidiary of Willdan Group Inc., is seeking a Deputy Program Manager. The Deputy Program Manager (DPM) plays a critical leadership role in a NYC Program. The DPM supports the Program Manager in day-to-day management, providing strategic and operational oversight across all program workstreams-including case management, marketing, technology integration, workforce development, and service provider engagement. This is a senior-level role requiring cross-sector collaboration, team supervision, client management, and performance monitoring. The DPM will also lead process improvement initiatives, manage key relationships with City agencies and subcontractors, and ensure that the program's equity and emissions reduction goals are embedded in all aspects of delivery.

Requirements

  • Bachelor's degree in public administration, sustainability, urban planning, or a related field; advanced degree preferred. Equivalent experience may be considered.
  • Minimum 8-10 years of experience in program management, climate/energy implementation, or government-funded initiatives.
  • Strong experience managing teams and subcontractors in complex, matrixed environments.
  • Proven success in cross-agency or public-private partnerships.
  • Excellent verbal and written communication skills, with experience presenting to executive-level audiences.
  • Familiarity with NYC building stock, energy efficiency technologies, retrofit pathways, and LL97 is strongly preferred.
  • Demonstrated commitment to equitable program design and inclusive stakeholder engagement.
  • Proficiency in CRM tools (e.g., Salesforce), project management software, and Microsoft Office Suite.

Responsibilities

  • Provide direct supervision to multiple team leads and oversee more than 20 internal staff and subcontracted partners across service delivery areas.
  • Support overall program operations, ensuring milestones, deliverables, and KPIs are met on schedule and within budget.
  • Lead coordination across program workstreams (e.g., case management, workforce, digital platforms, service provider onboarding, and marketing).
  • Manage ongoing collaboration with MOCEJ, Con Edison, and other City and utility stakeholders; serve as a senior liaison.
  • Monitor and improve workflows related to LL97 compliance, incentive navigation, retrofit planning, and building engagement.
  • Review reports, dashboards, and impact metrics; ensure accurate and timely reporting to funders and internal leadership.
  • Oversee subcontractor performance, including scope alignment, budgeting, and quality assurance.
  • Support financial oversight, invoice review, and staffing plan adjustments as needed in coordination with finance/accounting staff.
  • Facilitate cross-functional planning and agile adaptation to emerging policy, technology, and market shifts.
  • Support the Program Manager in long-term strategy, client updates, and risk mitigation planning.
  • Promote a culture of innovation, accountability, and equity across all team operations.
  • Represent the program at public and partner-facing meetings or events when needed.
