About The Position

The Deputy Program Manager will support the Program Manager in various responsibilities including being the point of contact with the customer for all issues, managing customer relationships, and reporting to the customer in terms of the contract. The role also involves managing any Prime or Sub relationships that exist, assisting in bid and proposal efforts, and ensuring all bids and proposals are accurate, compliant, competitive, and executable. Additionally, the Deputy Program Manager will manage contract administration, specifications, drawings, and regulatory requirements, as well as program resources to ensure full utilization of team members. Risk management, estimating, contract change management, procurement of materials and equipment, and overseeing design compliance are also key responsibilities.

Requirements

  • 4-year degree in engineering technologies preferred or equivalent combination of education and experience.
  • 8+ years of related experience and training.
  • Proven record of military and commercial marine program management.
  • Sound knowledge of the marine construction industry.
  • Proven ability to set tasks for self and others.
  • Excellent communication skills.
  • Ability to read, analyze, and interpret contracts and specifications.

Responsibilities

  • Support Program Manager as the point of contact with the customer for all issues.
  • Manage customer relationships and report to the customer regarding the contract.
  • Manage Prime or Sub relationships.
  • Assist in bid and proposal efforts, ensuring accuracy, compliance, competitiveness, and executability.
  • Manage contract administration, specifications, drawings, and regulatory requirements.
  • Manage program resources to ensure full utilization of team members.
  • Develop and maintain program resource forecast demands.
  • Identify and mitigate program-specific risks and maximize program opportunities.
  • Review estimates for accuracy and support labor and material estimates.
  • Coordinate with change management team to execute changes in support of program requirements.
  • Manage procurement of materials and equipment, ensuring on-time delivery and performance from suppliers.
  • Oversee design compliance with specifications and regulatory requirements.
