About the position

ASRC Federal is seeking a temporary Deputy Program Manager to help the logistical support of the Federal Law Enforcement Training Center in North Charleston, South Carolina. In the absence of the Program Manager, the Deputy Program Manager will serve with all required responsibility and authority of the Program Manager position, holding full authority for contract operations related to day-to-day operational performance, resource management, customer relationship management, procurement management, and employee performance management. This role also involves supporting the Program Manager in making decisions regarding hiring, firing, and transferring employees, as well as training, promoting, and disciplining them. The Deputy Program Manager will represent the Program Manager at partner meetings with FLETC staff and partner agencies.

Responsibilities

  • Serves as the Program Manager in their absence with full responsibility and authority.
  • Holds authority for contract operations including day-to-day performance and resource management.
  • Manages customer relationships and procurement.
  • Oversees employee performance management and recognition.
  • Supports hiring, firing, and training decisions.
  • Represents the Program Manager at partner meetings.
  • Directs and oversees team leads and personnel assignments.
  • Measures and assesses customer satisfaction.
  • Addresses customer complaints and communicates status.
  • Monitors performance of managers and supervisors.
  • Leads workforce in improving performance and business relations.
  • Conducts briefings and participates in meetings for stakeholders.
  • Ensures compliance and delivery of services as per contract objectives.
  • Reviews and approves contract modifications and budget implementations.
  • Responsible for on-call duties during and after duty hours.
  • Contributes data to the Monthly Program Review.
  • Oversees QC and compliance with regulatory requirements.
  • Identifies areas for process improvements.
  • Creates and reviews policies related to Quality Management System.
  • Performs root cause analysis for process concerns.
  • Monitors compliance with administrative policies and safety standards.
  • Evaluates workplace environments for safety compliance.
  • Conducts performance evaluations for exempt employees.
  • Manages in the event of inclement weather or disruptions.
  • Performs other duties as assigned.

Requirements

  • Bachelor's Degree or 4 years of relevant experience.
  • At least three years of recent experience in management and supervision of adult education resident facilities.
  • Proficiency in oral and written communications in English.
  • Basic computer skills for data input and report generation.
  • Experience in managing student support services including postal, courier, roleplayer, motor pool, warehouse operations, and audio visual/computer lab management.
