About The Position

F3EA is seeking a Deputy PMO / Operations Integration Lead to serve as the on-site integrator of execution, personnel, and culture for Blue Water Instrumentation (BWI) efforts at the Point Mugu Sea Range. This role is responsible for establishing and maintaining operational rhythm, synchronization, and accountability across all elements of the program. The position serves as the connective layer between engineering, logistics, program leadership, and personnel, ensuring that activities are aligned, communicated, and executed effectively. The Deputy PMO / Operations Integration Lead will implement and maintain a battle rhythm-style framework (e.g., daily updates, synchronization meetings, execution briefs) adapted for an RDT&E environment. This individual will play a key role in embedding F3EA’s culture, standards, and expectations into day-to-day operations. This position requires a mature, operationally experienced professional—ideally with a background in JSOC, Special Mission Units, or similar high-performance environments—who can operate independently and bring structure to a dynamic and evolving program. This position is designed to ensure that execution is synchronized, communication is clear, and standards are maintained across the program. The Operations Integration Lead enables mission success by bringing structure, discipline, and cultural alignment to a fast-paced RDT&E environment.

Requirements

  • Bachelor’s degree or equivalent experience in Operations, Leadership, or related field
  • 8+ years of experience in operational environments requiring high levels of coordination and execution
  • Prior experience in Special Operations, JSOC, Special Mission Units, or similar organizations (or equivalent high-performance operational environment)
  • Demonstrated ability to lead synchronization efforts and manage operational tempo
  • Experience conducting or supporting battle rhythm processes, update briefs, or operational planning cycles
  • Strong leadership presence and ability to influence across teams without direct authority
  • Exceptional organizational, communication, and problem-solving skills
  • Ability to operate independently in a dynamic, mission-driven environment
  • U.S. citizenship required
  • Ability to obtain and maintain a DoD security clearance (Secret or higher)

Nice To Haves

  • Experience supporting DoD test ranges, RDT&E programs, or complex operational efforts
  • Background in program integration, operations coordination, or mission planning
  • Familiarity with interagency or joint operations environments
  • Experience embedding organizational culture and standards within teams
  • Prior experience working in government contracting or hybrid military-civilian environments

Responsibilities

  • Establish and maintain program battle rhythm, including daily/weekly synchronization meetings and execution updates
  • Lead and facilitate Battle Update Briefs (or equivalent), ensuring clear communication of priorities, status, and risks
  • Serve as the central integrator between operations, personnel, engineering, and logistics functions
  • Translate leadership intent into clear, actionable guidance across the team
  • Maintain visibility of ongoing activities, priorities, and execution status across all program elements
  • Identify gaps in coordination, communication, or execution, and implement corrective actions
  • Drive accountability and follow-through on tasking, ensuring commitments are met
  • Support the Program Manager in maintaining synchronization across all lines of effort
  • Reinforce and embed F3EA culture, core values, and operational standards into daily operations
  • Assist in onboarding and integration of new personnel, ensuring alignment with program expectations
  • Support development and execution of after-action reviews (AARs) and continuous improvement efforts
  • Serve as a trusted advisor to leadership on operational effectiveness and team dynamics
