About The Position

Who We Are The Marshal’s Office is part of the Office of the State Court Administrator (OSCA) at the Oregon Judicial Department (OJD). The Marshal’s Office ensures the physical security and safety of judges, OJD personnel, and the public in and around court facilities, and maintains the preparedness and continuity of OJD. We also develop and maintain the administration of the Chief Justice’s statewide security standards for courthouse facilities. Our office consists of the Chief Marshal, Sergeant, Deputy Marshals, and two analysts, and we supervise retired Oregon State Police Troopers who contract with us to provide security for the Supreme Court Building, Justice Building, and related areas and offices. Benefits to You This is a PERS Police & Fire qualifying position. We pay 95% to 99% of medical insurance premiums for full-time employees, including mental health coverage. The annual salary for this position is $84,501 - $131,069. 10 paid holidays, 2 floating holidays, 3 personal business days, separate sick and vacation paid leaves (prorated for part-time employees), and other employee benefits such as optional insurances and flexible spending plans. OJD will pay you a 5% allowance for bilingual skills (includes ASL) if you can pass a skills test and are assigned to use those skills on the job. Salary offers are made with consideration of the candidate’s education and experience. Position Highlights We are hiring a Deputy Marshal to join our team in Salem, Oregon. In this role, you will work with individual circuit courts and the Supreme Court, Court of Appeals, Tax Court, OSCA, and Security and Emergency Preparedness Advisory Committee (SEPAC) to provide protective services to judges, OJD personnel, and the public. Additionally, you will: Conduct security operations for the appellate courts and OSCA, including providing protective services to elected court officials. Conduct threat assessments for OJD and serve as a liaison between OJD and law enforcements agencies. Establish and maintain liaison activity with local, state, and federal law enforcement agencies, as well as out-of-state law enforcement agencies, to ensure the effective exchange of criminal intelligence. Serve as a Law Enforcement Data System (LEDS) representative for the Marshal’s Office. Serve as an instructor in training programs for court security and preparedness. Create exercise scenarios and oversee tabletops and field exercises. Assist in developing training programs and response by conducting training needs assessments, researching the content of external training programs, and exploring different delivery methodologies. Attend training sessions and engage in self-study activities to develop and maintain an up-to-date knowledge of the criminal justice field. Help trial court administrators and presiding judges develop court security and emergency preparedness plans. Oversee the readiness, operations, deployment, and maintenance of the Emergency Response Trailers (ERTs) located in Bend and Salem. Conduct training and exercises with the ERTs to ensure OJD staff are trained in their deployment and operation. Ensure that the courts and OSCA understand how to access and utilize the ERTs. Study methodology and best practices in the subject areas and serve as an emergency preparedness and response subject matter expert for OJD. Analyze circuit court programs and make recommendations to presiding judges and trial court administrators on process improvements. Serve SEPAC and all related OSCA emergency preparedness committees. Assigned tasks may be changed to accommodate workload and organizational needs.

Requirements

• The qualified candidate must possess basic police certification from the State of Oregon Department of Public Safety Standards and Training (DPSST) prior to beginning employment as a Deputy Marshal.
• The qualified candidate must be able to obtain DPSST Advanced Certification within 24 months of hire.
• The qualified candidate must possess CPR, First Aid, and AED certifications required at the time of hire.
• Deputy Marshals must possess and maintain a Class C Oregon driver’s license, with an acceptable driving history, and be able to drive a vehicle in normal and emergency situations.
• Deputy Marshals must meet and maintain all use of force training requirements.

Nice To Haves

• Possession of Oregon’s DPSST intermediate or advanced police certification is preferred upon hire.
• Experience performing court security functions, threat assessment, or dignitary protection services is preferred but not required.
• LEDS certification and experience.
• Experience as an instructor in security or preparedness related fields.
• Ability to communicate clearly, orally or in writing.
• Experience fostering professional working relationships among stakeholder groups where people have similar objectives but competing interests.
• Experience investigating or using investigative methods for the purposes of fact finding, deciding on courses of action, and recommending courses of action.
• Experience drafting, revising, and implementing security and preparedness plans.
