About The Position

The Boeing Test & Evaluation (BT&E) team is seeking a Deputy KC-46 Test Program Manager (TPM) to join their team in Seattle, WA. This role involves partnering with the TPM to lead the execution of the test program work statement, commitments, and performance, including managing scope, cost, schedules, implementing test requirements and design solutions, and ensuring safe operations throughout all phases of the test program. The Deputy TPM is accountable for cost and schedule performance, quality, and safety of test operations, as well as strategy and execution. The position requires collaboration with Program Managers, Integrated Product Team (IPT) leaders, Capability leaders, Customers, Suppliers, and BT&E stakeholders to execute test programs and meet commitments. It also involves developing, integrating, and implementing strategic plans with BT&E Leadership and Safety Management System (SMS) Program Leadership to ensure facilities, people, and tools are ready for current and future work. A key aspect is supporting a culture of safety and quality, where concerns are identified, assessed, and actively managed. The role leads the successful approach for integration and test across all program efforts, enabling early engagement and test planning, providing multi-site, multi-product line integrated processes aligned to BT&E Product Test Life Cycle and Lab Excellence, enabling common and re-usable qualification and developmental test methods, driving commonality and standard processes, reviewing execution plans, making adjustments, resolving issues, and developing/monitoring metrics for performance.

Requirements

  • Ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship
  • Bachelor of Science degree in Engineering, Engineering Technology (including Manufacturing Technology), Computer Science, Data Science, Mathematics, Physics, Chemistry or non-US equivalent qualifications directly related to the work statement
  • At least one year of experience in a leadership role (team leader, temp manager, large scale cross functional project/program management, or formal manager experience) OR completion of the Boeing internal course "Exploring Leadership"
  • 3+ years of experience leading or managing cross-functional or cross-organizational teams within engineering and/or test
  • 3+ years of demonstrated project leadership experience including identifying key stakeholder project specific requirements and scope, then building and managing project plans and teams

Nice To Haves

  • Active U.S. Secret Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active.)
  • Experience with Program Management, including scheduling and Cost Account Manager (CAM) Earned Value Management (EVM)
  • Experience with artifacts for campaigns that follow the Enterprise Standard Gated Process (ESGP)
  • Experience definitizing/base lining programs
  • Current Project Management Professional (PMP) Certification

Responsibilities

  • Partner with the TPM to lead execution of test program work statement, commitments, and performance including scope, cost, schedules, implementation of the test requirements and their design solutions, and safe operations during all phases of the test program, and overall performance to plan metrics
  • Accountable to the TPM for cost and schedule performance, quality and safety of the test operations, strategy and execution
  • Partner with Program Managers, Integrated Product Team (IPT) leaders, Capability leaders, Customers, Suppliers and BT&E stakeholders to execute test programs and meet commitments
  • Develop, integrate & implement strategic plans in partnership with BT&E Leadership and Safety Management System (SMS) Program Leadership to plan and execute investments to ensure facilities, people, and tools are ready to support current and future SOW
  • Active in support of a culture improvements wherein Safety and Quality concerns are identified, assessed and actively managed as one element in the conduct of daily business
  • Leads successful approach for integration and test across all program efforts:
  • Enable early engagement and test planning with business partners
  • Provide multi-site, multi-product line integrated processes, capabilities aligned to BT&E Product Test Life Cycle and Lab Excellence
  • Enable common, re-usable qualification and developmental test methods
  • Drive commonality and standard process into all integration efforts
  • Review execution plans, making appropriate adjustments, and resolve issues
  • Developing and monitoring appropriate metrics to ensure performance to plan
