About The Position

The Deputy General Counsel at the Surface Transportation Board (STB) will play a crucial role in overseeing the Office of General Counsel, managing legal matters related to railroad regulation, and representing the agency in federal courts. This position involves significant responsibilities in legal analysis, litigation, and advising the Board on federal laws and regulations affecting its operations.

Requirements

• U.S. Citizenship is required.
• A professional law degree (LL.B, J.D., LL.M.) from an ABA-accredited law school.
• Current membership in good standing of the bar of a state or territory of the U.S. or the District of Columbia.
• At least four years of professional law experience, with one year at the GS-14 level or equivalent, focusing on federal regulatory and administrative law matters.
• Excellent research and writing skills, incisive legal analytical ability, and strong oral advocacy and presentation skills.

• Experience in transportation economics, competition, and environmental law.
• Leadership experience in managing litigation and supervising other attorneys.

Responsibilities

• Partner with the General Counsel in directing the work of the Office, including overall management and supervision of attorneys and staff.
• Advise and assist the Board on legal matters concerning its duties and functions, including interpretation of federal laws.
• Defend Board actions in judicial reviews through pleadings, motions, briefs, and oral arguments.
• Represent the Board's interests in various court matters, including government interest and Trails Act matters.
• Provide compliance oversight on the Freedom of Information Act, Federal Records Act, and other legal issues.
