About The Position

The Salinas Fire Department is seeking an experienced professional to serve as the Deputy Fire Marshal and provide leadership in the Fire Prevention Division. This is a non-safety classification that will provide expertise in the field of fire prevention and collaborate closely with the Fire Department. The Deputy Fire Marshal is represented by the Association of Management Personnel of Salinas (AMPS) Unit and offers competitive salary and benefits. Applications without the required documents will be considered incomplete. The selected candidate must pass an extensive background and criminal investigation check. DEFINITION: Under direction of the Fire Chief or designee to perform fire inspections, plans examination, investigations, and prevention activities; to enforce fire codes, laws, and regulations relating to fire protection, prevention, and safety; to determine cause of fire and gather evidence in arson cases; and to do related administrative and suppression work as required. SUPERVISION RECEIVED AND EXERCISED: General supervision is provided by the Fire Chief or designee. Responsibilities may include providing functional or technical supervision over sworn and non-sworn personnel in areas related to fire prevention and investigation activities.

Within two (2) years of hire, must possess a California State Fire Marshal Plans Examiner Certification (Plans Examiner 1A-1C) or International Code Council equivalent certification in compliance with NFPA 1031 may be considered.
High school diploma or G.E.D.
Seven (7) years of increasingly responsible experience performing fire prevention related work, plan review, construction, and/or building inspections.
Associates degree in Fire Technology, Fire Science, Building Design, Construction, Environmental Studies, Business Administration or 60 units in related field from an accredited college or university and five (5) years of increasingly responsible experience performing fire prevention related work, plan review, construction, and/or building inspections.
Physical, mental and emotional stamina to perform the duties and responsibilities of the position; manual dexterity sufficient to write, use telephone, business machines and related equipment; vision sufficient to read printed materials; hearing sufficient to conduct in person and telephone conversations; speaking ability in an understandable voice with sufficient volume to be heard in a normal conversational distance, on a two-way radio, on the telephone and in addressing groups; physical agility to push/pull, squat, twist, turn, bend, stoop and reach overhead; physical mobility sufficient to move about the office work environment, and to move about the scene of a fire or other emergency situation, a physical strength to lift up to 30 lbs.; physical stamina sufficient to sit for prolonged periods of time; Mental acuity to maintain calm efficient judgment in serious situations involving quick action or mental stress and to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions.
Employee must complete SB 1343 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.
May be required to work evening, weekends or holidays for the purpose of conducting inspections.
This position is subject to an extensive background and criminal investigation check.
This position is designated as a disaster service worker under California Government Code Title 1, Section 3100.

Responsibilities

Assist with the planning, organizing, directing and evaluating all functions of the Fire Prevention Division.
Develops policies and procedures.
Manage and evaluate the work of technical and professional staff; conduct and review performance evaluations; prioritize and assign work; ensure inspection staff are trained.
Develop, implement, and conduct public education programs for fire safety.

Interpret codes as applied to new development, alterations, and additions to existing structures.
Under direction, prepare new code adoptions to enhance community fire protection.
Provide highly responsible and technical staff assistance.
Attend meetings and conducts presentations as required.
Reviews and interprets various professional reports and technical documents.
Assist in development of the annual budget.
Investigate and respond to citizen complaints of fire code violations.
Promote and maintain safety in the workplace.
