The City of Steamboat Springs is hiring a Deputy Fire Marshall to join their team! GENERAL PURPOSE The Deputy Fire Marshal assists in planning, organizing, and managing the Fire Prevention Division operations, including fire code enforcement, plan review, inspections, investigations, and public education. This position supervises assigned staff, ensures compliance with local and state fire codes, and serves as Acting Fire Marshal when required. SUPERVISION RECEIVED Works under the general guidance of the Fire Marshal. SUPERVISION EXERCISED Exercises supervision over Fire Prevention Office and personnel in the absence of the Fire Marshal.

Requirements

  • High school diploma or GED equivalent.
  • Associate’s degree in Fire Science or related field (bachelor’s degree preferred).
  • 5 years in fire prevention, inspection, or investigation, including supervisory experience.
  • (A) Extensive technical knowledge of modern fire prevention principles, procedures, techniques and equipment; technical working knowledge of building, electrical, mechanical and fire codes; Extensive technical knowledge of inspection techniques; working knowledge of fire suppression techniques and equipment; and a working knowledge of first aid.
  • (B) Skill in the operation of the tools and equipment related to the job.
  • (C) Ability to effectively apply standard fire prevention techniques; ability to follow verbal and written instructions; ability to communicate effectively orally and in writing; ability to establish effective working relationships with employees, other agencies, and the public; and the ability to meet special requirements.
  • Must be 21 years or older; must possess, or be able to obtain by time of hire, a valid CO State driver's license without record of suspension or revocation in any State; no felony convictions or disqualifying criminal histories within the past seven years; U.S. citizen; must be able to read and write the English language; must be of good moral character and of temperate and industrious habits.
  • Must possess a CO state Fire Inspector I certification or equivalent.
  • Must have or obtain CO state Fire Inspector II certification within 6 months of hire
  • Must have Advanced Fire / Arson Investigation Training.
  • Must have Fire or Building Plans Examiner ICC certification
  • ICS-100, ICS-200, ICS-300 (within 6 months of hire) and NIMS IS-700 Certification

Nice To Haves

  • Colorado Firefighter I and Firefighter II Certifications are preferred but not required.
  • Must possess a current healthcare provider level CPR card and Colorado EMT certificate preferred or ability to obtain within 3 months of hire.

Responsibilities

  • Serves as an ambassador of the City of Steamboat Springs and upholds City values of Service, Teamwork, Integrity, Well-being, Respect and Compassion, while always espousing safety.
  • Fire Code Enforcement: Interpret and enforce the International Fire Code (IFC), NFPA standards, and local ordinances. Conduct inspections of new and existing commercial, industrial, and residential properties for compliance with fire codes. Resolves compliance problems with owners within scope of knowledge. Issue permits for hazardous materials, special events, and fire protection systems. Conducts inspections on blasting, fireworks, tents, open burns, fire pits, and other special event permits. Issues warnings and citations for fire code violations.
  • Plan Review & Construction Services: Review complex building plans for fire and life safety compliance. Conducts plan reviews, inspections and approves fire protection systems (sprinklers, alarms, suppression systems, dry hydrants). Provide technical guidance to architects, engineers, and contractors. Participates in the Technical Advisory Committee (TAC) meetings for emergency access, fire flow demand / availability, fire hydrant spacing. Conducts State of Colorado, fire plan reviews and inspections when requested. (Day-care, UST’s, Schools, Fire Suppression systems etc.)
  • Fire Investigation: Respond to fire scenes to determine origin and cause. Coordinate investigations with law enforcement and insurance representatives. Prepare detailed reports and testify in court when necessary.
  • Public Education & Community Risk Reduction: Develop and deliver fire safety education programs. Represent the department at community events and meetings. Responds to complaints regarding fire code violations and fire hazards.
  • Leadership & Administration: Supervise, train, and evaluate Fire Prevention staff. Assist with budget preparation and monitor expenditures. Maintains a variety of data and records regarding fire inspection or prevention activities; prepares reports regarding fire inspection or prevention as required. Conducts in-depth fire safety research, as needed.
  • Assists Fire Marshal with duties as assigned.
  • Assists in other department administrative activities as assigned.
  • Assists Fire Marshal by providing work direction, guidance and training to other Fire Inspectors.
  • Assists in developing plans for special assignments such as emergency preparedness and emergency aid activities.
  • Assists with inspection of businesses for new and yearly renewals of Liquor Licenses for the City and District.
  • Assists and/or Conducts Fire Safety presentations.
  • Assists with voluntary home fire inspections.
  • Assists with the Community Safety Awareness Program.
