Weston & Sampson is seeking a Deputy Federal Program Manager with 10-20 years of project and/or program management experience with federal, municipal, or private infrastructure engineering in our Manchester or Portsmouth, NH offices, or Reading, MA. This position will support Weston & Sampson’s federal program which includes a single-award A/E utilities engineering contract as the prime consultant through NAVFAC MidAtlantic and multiple A/E contracts as a subconsultant prime A/E firms on contracts with USACE and NAVFAC. The position will lead teams of multidisciplinary engineers in the preparation of proposals for planning, design, and construction administration of infrastructure projects for our federal clients primarily in New England, but along the East Coast from Florida to Maine. This position interfaces with our federal programs leader and in a project management capacity with our clients on a wide range of disciplines including structural, architectural, MEP, geotechnical, site civil, stormwater, surveying, and permitting specialists and subconsultants. What you’ll do: Oversee day-to-day execution of federal projects to ensure contractual and operational objectives are satisfied. Develop expectations and monitors budget, schedule, and quality. Provide quality control on all deliverables. Coordinate resources and activities between project execution teams. Institute project execution strategies and objectives. Lead project execution team staff. Develop task order proposals. Serve as Project Manager on key, select task orders where skill set aligns with project scope. Grow federal programs by supporting and leading IDIQ pursuits for USACE and NAVFAC to include teaming, development of strategic partnerships, and preparation of proposal text given knowledge of federal contracting. Assess opportunities and define project scope, schedule, and fee, as well as determine work procedures and staffing and subconsultant assignments Supervise, train, and mentor engineering and non-technical support staff. Pursue new work opportunities through established client relationships, market sector awareness, and competitive pursuits, including participation in proposal development and interviews / presentations. Participate in professional organizations and technical committees. What you will bring: BS in Civil, Mechanical or Electrical Engineering; MS preferred PE license in any state in the United States 10 to 15 years of relevant experience working with municipal and/or federal clients in engineering or project management roles, including on utilities or multidisciplinary projects such as: Water, wastewater, stormwater conveyance, distribution and/or treatment Building design Low, medium, and/or high voltage power including transmission and distribution systems, and/or substations Compressed air, gas, steam, and/or HVAC systems Power plants Marine structures Demonstrated experience with: Managing technical and support staff, Working as direct client manager, Overseeing multiple projects concurrently, Adhering to project budgets, tracking financial performance, and managing invoicing, and Preparing competitive proposals and leading interview teams. Cost estimating experience. Have strong communication skills (oral and written) and be able to remain organized with multiple concurrent projects and deadlines. Ability to work collaboratively. Adept at interpersonal relationship skills, conflict resolution, team leadership, and presentations. Active member of relevant industry associations. Possessing high ethical standards, committed to producing high quality deliverables, and a commitment to teamwork, respect, and integrity.
