Plans, directs, and controls the performance of various organizational units within Transit Operations, such as the Bus and Rail Scheduling Making Unit to provide internal operating material and external electronic data system interfaces; Ridership Data Collection Unit to support the Service Development and National Transit Database (NTD) mandated reporting; and Service Performance Analysis Unit to provide Bus and Rail Operations Key Performance Indicators (KPIs) and root cause statistical analysis. Produces most cost-effective Bus and Rail schedules in compliance with Collective Bargaining Agreements (CBAs) and within budget and staffing available Produces daily Rail schedule adjustments to support rail track maintenance and other related work that requires service adjustments Provides daily updated Rail schedules to downstream users to ensure that the customer real-time information system works properly Collects Bus and Rail Operations activity data to produce daily, weekly, and monthly reports and KPI dashboard Ensures that bus and rail ridership data collection and reporting meet the Federal Transit Administration (FTA) standards and are auditable Provides root cause statistical analysis results to Operations senior leadership Provides policy direction to assigned departments, directing the establishment of goals and major priorities, and advising in the development of strategies and resolution of major problems Monitors activities of assigned departments to ensure conformance with goals and objectives of reporting unit and eliminate impediments to peak performance Participates in the development of Metro's regional long-range strategic plans, Environmental Impact Statements/Reports, budget issues, long-range planning strategies, and other reports Leads management functions for Bus field, Rail mainline, control centers, and special event operations Leads, guides, and directs response to major incidents and inquiries on operational issues and reports Ensures coordination and cooperation of services among assigned departments Chairs and participates in various committees and task forces Consults with and advises Metro executive management on policies and activities Formulates policy recommendations for Board of Directors and advises on related issues Leads special studies, investigations, and analyses at the request of executive management Ensures implementation of programs and procedures to improve service quality, increase employee and service productivity, and maintain sound fiscal practices Provides direction and makes recommendations to solve complex operational issues and problems Ensures staff compliance with policies, rules, procedures, regulations, and practices, and adherence to labor contracts Directs and coordinates with key Operations management staff in the development of system operational planning documents Leads staff participation and/or participates in rail/bus project planning, design, technical review, and start-up integration/coordination Represents Metro before public agencies, the business community, labor unions, and the public Directs the conducting of studies, investigations, and analyses at the direction of executive staff and Board of Directors, including reports of findings and recommendations Meets with officials on programs, proposals, and related issues Works closely with regulatory agencies, such as California Highway Patrol (CHP), California Air Resources Board, and South Coast Air Quality Management District (AQMD) to ensure compliance Supervises, trains, mentors, and motivates assigned staff Ensures that Operations staff is properly informed and comply with related commercial vehicle regulations as required by statutory law, Title 13, the Commercial Vehicle Safety Alliance and Code of Federal Regulations Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees May be required to perform other related job duties

  • A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
  • Bachelor's Degree in Business, Public Administration, or a related field; Master's Degree in a related field preferred
  • Five years of relevant senior-management experience in transit operations, including managing a transportation division, or a major transportation function; some positions in this class may require specialized experience in area of assignment
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Experience leading a team of over 25 in bus and rail scheduling
  • Experience understanding and implementing transit scheduling principles and practices
  • Experience in single track rail service scheduling
  • Experience utilizing HASTUS or similar software for transit vehicle & operator scheduling
  • Experience applying labor agreement conditions for operator scheduling
