About The Position

The Deputy Emergency Management Coordinator is responsible for developing, revising, and operationalizing emergency management plans, including the City's Emergency Operations Plan (EOP). This role oversees preparedness activities, supports the emergency management program, and responds to emergencies in both field and emergency operations center settings. The ideal candidate will work autonomously under the guidance of the Emergency Management Coordinator and engage with public safety and disaster response stakeholders.

Requirements

  • Bachelor's degree in Business Administration, Public Administration, Emergency Management, or a closely related field.
  • Three years of progressive experience in emergency services, public safety, or emergency management.
  • Certificate of completion of the FEMA Professional Development Series.
  • Completion of NIMS IS-700 and IS-800 courses and ICS 100, 200, 300 & 400.

Nice To Haves

  • Completion of the FEMA Advanced Professional Series.
  • Certified Emergency Manager (CEM) certification by the International Association of Emergency Managers.
  • Certification by the Virginia Emergency Management Association as a Professional Emergency Manager (PEM).
  • Completion of the Homeland Security Exercise and Evaluation Program (HSEEP) training course.

Responsibilities

  • Assists with the coordination of the overall City response to disasters and emergencies.
  • Develops, establishes, and implements plans, policies, and procedures for City-wide emergency management.
  • Serves as a liaison to the Virginia Department of Emergency Management and other federal agencies.
  • Represents the City in regional, State, and national emergency management efforts.
  • Coordinates emergency response efforts with non-governmental entities.
  • Serves as the Coordinator of Emergency Management in the absence of the primary Coordinator.
  • Oversees the development, implementation, and evaluation of City plans for disaster response.
  • Coordinates with surrounding jurisdictions to develop regional response plans.
  • Assesses and analyzes information for emergency notifications and response actions.
  • Initiates emergency notifications to City officials and the public.
  • Manages and maintains City alert and notification systems.
  • Supports the activation and functions of the City's Emergency Operations Center (EOC).
  • Manages EOC equipment, resources, and data systems.
  • Assists in managing State and Federal grants for emergency management activities.
  • Recruits, trains, and manages volunteers for emergency preparedness and response efforts.
  • Supervises volunteers in the EOC and at incidents.
  • Manages the Community Emergency Response Team program.
  • Develops and implements community-based emergency preparedness training programs.
  • Plans and conducts emergency preparedness presentations.
