About the position

The Deputy Division Administrator (Information Technology) at the Virginia Department of Transportation (VDOT) serves as the Chief Technology Officer, leading the IT Division to ensure technological excellence and innovation. This role is pivotal in shaping IT strategy, fostering collaboration, and delivering impactful solutions that align with VDOT's mission to enhance transportation in Virginia. The position requires effective interaction with diverse stakeholders, management of VDOT's systems and infrastructure, and oversight of IT operations and financial stewardship.

Responsibilities

  • Ensure effective interaction with diverse constituencies including VDOT staff, government officials, and technology users.
  • Provide management-level leadership and technical oversight of VDOT's system infrastructure, network, applications, and project delivery.
  • Lead the development and implementation of infrastructure, network, application development, and project delivery programs.
  • Establish program and operational controls, managing personnel and budgets effectively.
  • Attend General Assembly sessions or represent VDOT on various boards and committees as needed.
  • Direct and oversee IT Division delivery and operations, ensuring alignment with organizational goals.
  • Examine financial issues and concerns, ensuring proper financial stewardship of the division's budgets.

Requirements

  • Ability to manage and facilitate compliance with state and VDOT procurement, budget, and billing processes.
  • Knowledge and experience in IT, including various technical environments and enterprise architecture.
  • Effective oral and written communication skills with diverse audiences, including making presentations and conducting meetings.
  • Comprehensive knowledge of Project Management, Program Management, and Portfolio Management methodologies and techniques.
  • Advanced skills in using computers and web-based applications.
  • Experience implementing public procurement compliance laws and understanding public procurement processes.
  • Knowledge of supervisory and human resources principles, including hiring and performance management.
  • Knowledge of strategic IT planning and aligning IT projects with business goals.
  • Comprehensive knowledge of information technology and complex systems development.

Nice-to-haves

  • Knowledge of ITIL methodology and framework, CMM, and ITSM methodology.
  • Experience in aligning IT projects with strategic business goals.
  • Training, experience, or education in Information Systems or related fields.
  • Knowledge of state government and transportation policies.
  • Experience in financial and staff management in a dynamic organization.
