About The Position

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $87,743 - $100,904.00 The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies. The Office of Training and Workforce Development with the Division of Policy, Planning, and Measurement at ACS provides foundational and continuous learning opportunities for child welfare and juvenile justice direct service staff and supervisors. Reporting to the Chief Operating Officer, Office of Training and Workforce Development (OTWD), the Deputy Director of Training will provide strategic, operational, and managerial leadership to ensure the effective planning, delivery, and evaluation of ACS’s training and workforce development initiatives, with a specific focus on training requirements. Working closely with the Chief Operating Officer, the Deputy Director will oversee the implementation of training requirement systems and policies that strengthen workforce capacity across ACS and its provider agencies. This role ensures alignment between agency goals, learning priorities, and quality improvement efforts, while fostering collaboration among ACS divisions, provider agency partners, and collaborating institutions. The Deputy Director will oversee staff responsible for managing implementation of training requirements and tracking deliverables.

Responsibilities

  • Partner with the Chief Operating Officer to develop and execute agency-wide training and workforce development strategies, with a specific focus on training requirements.
  • Translate organizational goals into clear, measurable training plans and outcomes ensuring timely completion of deliverables and adherence to agency standards and timelines.
  • Collaborate with ACS divisions, provider agencies, and other partners (including CUNY) to build and maintain strong working relationships and promote communication and accountability.
  • Ensure that training requirements, tracking systems, and approval processes are managed effectively and in compliance with agency standards, leading quality assurance reviews regularly to monitor performance and identify areas for improvement.
  • Recommend and implement improvements in operations, systems, and stakeholder engagement.
  • Partner with the Learning Management System (LMS) team to ensure data accuracy, reporting consistency, and alignment between system functionality and workforce needs.
  • Serve as a primary liaison for training requirements between OTWD, ACS divisions, provider agencies, and CUNY.
  • Coordinate interdepartmental communication and collaboration to ensure clarity, timeliness, and responsiveness in training implementation.
  • Represent the Office of Training and Workforce Development in internal and external meetings, presentations, and other discussions.
  • Directly supervise the Manager of Training and Workforce Development and other OTWD staff responsible for training requirements; foster a collaborative, solutions-oriented team culture that emphasizes innovation, communication, and shared learning, and provide coaching, guidance, and performance feedback to ensure staff accountability and professional growth.
  • Analyze workforce data and performance trends to inform strategic decision-making and planning in relation to training requirements.
  • Assist with and conduct research and analysis of agency policies and systems for fundamental changes.
  • Attend trainings and meetings as indicated and perform other duties as needed.
