About The Position

Under general direction from the TIDA Director, the Deputy Director of Strategic Initiatives is responsible for leading a multi-disciplinary team (including TIDA contractors, consultants and TIDA staff) in coordinating the successful planning and redevelopment of Treasure Island and Yerba Buena Island. This includes development agreement implementation; infrastructure and affordable housing construction; transportation program development and system implementation; environmental and land remediation; parks and open space planning and construction; development and implementation of resiliency strategies; and inclusive and equitable urban and land use planning policies informed by transparent and meaningful public engagement and TIDA Board policy priorities. This position is one of two deputy positions in TIDA (with the other being the Chief Operating Officer, who has general responsibility for overseeing the day-to-day island operations and managing TIDA’s finances and administrative programs). Reporting directly to the TIDA Director, the Deputy Director of Strategic Initiatives’ responsibilities include but are not limited to:

Requirements

Education : Possession of a baccalaureate degree from an accredited college or university AND Experience : Four (4) or more years of demonstrated managerial experience in directly designing, planning, regulating, permitting, or directly coordinating the construction/delivery of: Large-scale mixed-use or public-private partnership (P3) redevelopment or development projects; or Large-scale capital projects or transportation projects including multiple right-of way components, and the involvement and approval of multiple public agencies. All four (4) years of this experience must have included the direct supervision of professional staff engaged in the above activities.
Substitution: Additional qualifying experience may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Direct experience in leading or coordinating the delivery of mixed-use development or redevelopment projects requiring the involvement of and approval by various public agencies with complex permitting requirements, preferably in the Bay Area but ideally in San Francisco.
Direct experience in leading or coordinating the delivery of large-scale public-private partnership development or redevelopment projects requiring the involvement of and approval by various public agencies with complex permitting, preferably in the Bay Area but ideally in San Francisco.
Direct experience in leading or coordinating the delivery of large-scale municipal infrastructure or transportation projects including components that required the approval of and acceptance by at least one other public agency, preferably in the Bay Area but ideally in San Francisco.
Direct experience in and knowledge of zoning, design review, environmental review and permitting requirements for mixed-use redevelopment or development projects, preferably in the Bay Area and ideally also requiring approval from San Francisco public agencies.
Deep knowledge of environmental remediation standards, practices and regulatory approval requirements; ideally including experience working directly with Federal, State and San Francisco regulatory agencies.
Experience in successfully advocating before regulatory agencies and legislative bodies to obtain required approvals for large-scale redevelopment or development projects, preferably in the Bay Area but ideally in San Francisco.
Experience presenting on complex information and/or sensitive issues in meetings with various stakeholders (including members of the community), and making presentations to elected or appointed boards or commissions on such matters, preferably in the Bay Area but ideally in San Francisco.
Knowledge of and experience in urban sustainability and resiliency best practices.
Experience in planning, designing, delivering or overseeing the maintenance of open spaces and parks informed by community participation and inclusive policies.
Success in economic development planning informed by inclusive priorities.

Responsibilities

Managing and directing TIDA’s engineering, planning and communications staff to ensure high performance, accountability, professional development and effective collaboration in achieving TIDA’s redevelopment goals, priority initiatives and milestones.
Monitoring project milestones and performance indicators; and overseeing progress on project delivery pursuant to and in compliance with the Disposition and Development Agreement (DDA) and related plans.
Facilitating the efficient and effective review and approval of infrastructure plans and permits (including subdivision mapping actions and construction management oversight of new public infrastructure) and coordinating new infrastructure acceptance and transfer of assets to responsible City departments.
Collaborating closely with the principal developer (TICD) on infrastructure delivery, construction management, interagency coordination, funding goals and resource allocations; and serving as the primary liaison between TICD and the public agencies responsible to implement project delivery.
Working with the TIDA Director and the Chief Operating Officer to support public transit planning, construction and integration (including on-island transportation as well as ferry service) in collaboration with local and regional agencies.
Partnering closely with the TIDA Director, the Chief Operating Officer and the Mayor’s Office of Housing and Community Development to coordinate and drive the successful delivery of new affordable housing.
Working with the TIDA Director to develop and advance TIDA’s public affairs, legislative and political strategy, with a focus on being proactive, solutions-oriented, transparent, inclusive and community-focused.
Supporting TIDA’s efforts on strengthening community engagement frameworks to deliver community benefits, including housing production and workforce goals.
Supporting TIDA’s work with the Department of Navy and State regulators on the Navy’s environmental remediation efforts and to the effectuate transfer of land (the formal naval base).
Representing TIDA in public forums, at community engagements and before regulatory agencies to present on and advocate for TIDA initiatives and priorities.
Managing and maintaining effective relationships with City agencies, state and federal regulatory agencies and partners; community stakeholders and leaders; horizontal and vertical developers; and technical and legal consultants.
Collaborating with City departments, developers and community stakeholders to align TIDA’s strategic goals with broader municipal priorities.
Ensuring compliance with federal, state and local laws, regulations and requirements.
Participating in budget development, and managing and monitoring division resources to anticipate future needs and effectively achieve goals within budget allocations.
