About The Position

Under the general direction of the High-Speed Rail Authority's (Authority) Chief of Project Controls, the Deputy Director of Project Controls within the Project Controls Office (PCO) is responsible for providing leadership and oversight of the Authority's Project Controls functions at the enterprise program, and project levels. This position assists with the development, management, maintenance, and revision of the Authority's Capital Program Baseline (ACPB) and leads policy and procedure development for management of the ACPB. This position oversees a multi-functional integrated team of state and consultant staff on a variety of complex technical issues. The position serves as an expert advisor on the most complex project in the State of California, makes recommendations at the highest level of management for the Authority on changes in policy and procedures, procedural guidelines and standards for work performed, and implements recommendations that impact the State. Extensive communication and collaboration with Authority executives, chiefs, and functional directors is required with respect to complex construction, engineering, project development and management, programmatic schedule, cost, scope and risks connected to the high speed rail project. In addition, this position will assist the Chief of Project Controls with all administrative matters related to PCO. Political acumen and working effectively with diverse internal and external parties, including the Authority's Board of Directors (Board), the executive team, the Peer Review Group, State control agencies, California Transportation Agency, federal agencies, and other state departments and administrators is required.

  • Describe your Project Management experience in detail highlighting project controlling and risk management through your progression to the highest level achieved in your professional career.
  • Describe your experience developing and delivering to a programmatic master schedule that covers multiple projects, including preconstruction and post construction activities. In your response, please give examples of data based problem solving and root cause analysis tools and methodologies used.
  • Describe your experience with Project Controls analytics and reporting in an Agile Program delivery set-up.
  • Describe your experience overseeing and directing the formulation of policies and procedures.
  • Describe your experience with change management. How have you continued to deliver on the mission of your organization and maintain staff morale during times of change and uncertainty?
  • Describe your experience effectively collaborating with a wide range of individuals, such as management, executives, employees, stakeholders, elected officials and/or other public agency representatives.

  • Strong performance management reporting experience.
  • Strong Agile Project Management experience including exposure to IT tools for tracking performance, building dashboards and performing problem solving.
  • Strong leadership skills with significant managerial experience.
  • Possesses large and complex project experience and knowledge of practices and principals of project controls.
  • Experience with civil construction, rail, and other related transportation contracts including claims defense.
  • Comprehensive knowledge and experience managing contracts of a significant nature.
  • Experience with commercial, financial, and project delivery functions of a High-Speed Rail Program.
  • Possess an in-depth knowledge of risk management, preferably program and project level.
  • The position requires excellent interpersonal skills as well as strong communication (both verbal and writing) skills.
  • Sound judgment and a unique ability to solve complex, multi-faceted problems using DMAIC and lean project management tools.
