About The Position

Plans, directs, coordinates, and oversees operations activities in the Department of Human Service, ensuring development and implementation of efficient operations and cost-effective systems to meet current and future needs of the department. Assists in departmental policy development, budget development, administrative planning, problem solving, maintaining an initiative-taking awareness of the complexities of all Human Services programs and an awareness of the implications associated with program changes. Build alliances and partnerships within internal and external stakeholders. Acts as Director in their absence.

Requirements

  • Bachelor’s degree in public administration, social work, or a related field.
  • Seven years of progressively responsible experience in Human Services or related field to include operations/administration, which should include management of similar programs, budgets, and teams.
  • Demonstrated ability to perform essential functions and core competencies.
  • Valid Driver’s License

  • Master’s degree preferred.

Responsibilities

  • Performs all duties of Director in their absence.
  • Supervisory responsibilities, as assigned by Director, including but not limited to direct work; conduct interviews; hire and orient new division administrators; oversee or conduct training; coach & mentor; evaluate; addresses complaints, resolves problems and take disciplinary action.
  • Collaborates with all divisions to carry out the organization’s goals and objectives.
  • Establishes, implements, and communicates the strategic direction of the department operations divisions.
  • Ensures that departmental decisions and project plans such as those for staffing, development, organization, IT improvements, and facilities are in line with the department’s business plan and vision.
  • Assist Director in establishing short and long-term program goals and objectives, evaluating results to ensure individuals and teams have met these objectives.
  • Maintains an initiative-taking awareness of the complexities of state-mandated human service programs, and the implications of any program changes.
  • Formulates plans for the conduct of human service operations to maximize the benefit to the community.
  • Promote effective operations.
  • Reviews and advice on organizational patterns, programs, working relationships, space, equipment, and staff utilization.
  • Represents the department in meetings of the Board of County Commissioners (BOCC), other boards, neighborhood groups, service organizations, and other public and private agencies, as assigned.
  • Provides information to the Director and the County’s Chief Communication Officer on issues of interest to the media.
  • Participates in the formulation of the departmental budget.
  • Identifies and interprets internal and external issues and recommends solutions and/or best practices.
  • Represents the Department at various County, Regional, State & Federal forums, as requested by Director.
  • Other duties as assigned.
