About The Position

Oakland County is seeking a dynamic professional to help lead the Facilities Management Department. In this role, you will oversee critical operational divisions, support long-range capital planning, and help ensure County facilities and services operate efficiently and effectively for employees and the public. What You’ll Do • Help direct the operations of the Facilities Management Department across multiple service areas. • Provide oversight and support for the Support Services Division. • Collaborate with the Director of Facilities Management on strategic planning and long-range capital improvement initiatives. • Support the planning and development of capital projects related to County facilities, including buildings, campus roads, parking lots, utilities, materials management, and the County vehicle fleet. • Assist with the preparation and management of the department’s annual budget. • Present budget updates, project proposals, and progress reports to the County Board of Commissioners and committee meetings. • Assist in developing departmental programs, policies, procedures, and operational guidelines. • Participate in cost and feasibility studies and evaluate alternatives for proposed projects. • Prepare and review technical reports and project documentation. • Utilize Countywide and department-specific software systems to support operations and reporting. Requirements

  • Possess a Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Engineering, Architecture, Construction Management, or related field of study.
  • Have at least seven (7) years of full-time work experience in a supervisory and/or administrative capacity in commercial or institutional building maintenance, building construction, facilities planning, or capital improvement, or related area.
  • Experience managing multiple facilities, in multiple physical locations.

Responsibilities

  • Help direct the operations of the Facilities Management Department across multiple service areas.
  • Provide oversight and support for the Support Services Division.

  • Oversees the Facilities Maintenance and Operations Division which includes Heating Plant Operations, Custodial Services, Grounds Maintenance, Building Maintenance and Architectural Maintenance and the Support Services Division which includes Vehicle Operations, Mail Operations, Record Retention, Food Services and Auction Services.
  • Responsible for overseeing and managing the Facilities Culture Committee.
  • Responsible for compiling the monthly reports for the Senior Leadership Team (SLT) and presents as needed at the meetings.
  • Assists with preparation of the County’s capital improvement plan.
  • Assist with the planning and budgeting functions of the short- and long-range operations of the department.
  • Participates in cost and feasibility studies, alternatives to proposed project plans, and related technical reports, presents findings to County Executive and the Board of Commissioners.
  • Assists with the preparation of the department budget.
  • Presents budget, project proposals, progress reports at the County Board of Commissioner meetings and committee reviews.
  • Assists in the development of department programs, policies, procedures, and regulations to ensure the efficient maintenance of County facilities.
  • Monitors the development and progress of County facilities projects to ensure compliance with design specifications and timely completion of projects.
  • Maintains cooperative and effective working relationships with the County Executive, administration, elected officials, supervisors, community agencies and the general public.
  • Attends various staff, board, committee, and subcommittee meetings.
  • Attends conferences, workshops, and seminars as appropriate.
  • Supervises the administration of the department’s budget and needs, supervising the approval and justifying the expenditure of allocated funds to the divisions.
  • Supports, mentors, and coaches managers of Facilities Maintenance & Operations and Support Services divisions to assist in their growth and development as leaders and addresses performance on a regular basis
  • Ensures that communication with County Executive Administration is transparent and timely.
  • Works collaboratively with the Oakland County’s Chief Diversity, Equity and Inclusion Officer to ensure that sustainability efforts directly address equity and inclusion in all policies, programs and priorities throughout the County.
  • Works collaboratively with the Oakland County’s Sustainability Officer to integrate sustainability efforts in all policies, programs and priorities throughout the County.
  • Is a member of the County’s Emergency Response Team and is available 24/7 for emergency response calls.
  • Attends and participates in Labor Relations meeting and negotiations with multiple labor unions.
  • Utilizes current countywide and/or department specific software to complete assignments.
