Purpose of Position: Under the direction of the General Counsel, provides counsel, representation, recommendations and approaches on legal issues, with or without precedence, relating to legal rights and obligations of the Corporation, business objectives, and maintenance of operations within the boundaries of the law. Handles legal matters which have wide-range implications on the Corporate operations. Serves as Principal Assistant to General Counsel. Assumes full responsibility and authorization in the General Counsel's absence.

Requirements

  • Admission and active membership to New York State Bar; and
  • Six (6) years of relevant, responsible legal experience and background in practice of law subsequent to admission to the Bar, two (2) years of which must have been in a supervisory or managerial capacity.

Responsibilities

  • Directs, guides and advises Associate Counsels, staff officers, and legal staff on a wide-range of legal and regulatory matters, issues and cases. Provides counsel on complex legal matters. Develops and implements legal strategies that align with the Corporation's overall business objective.
  • Participates in formulation of plans, policies, and procedures for the organization of professional staff into areas of responsibility, authority and specialization.
  • Provides leadership to legal staff by monitoring and evaluating performance, quality, and progress of work to increase efficiency and productivity. Initiates actions to accomplish objectives.
  • Supervises and assists in the development of opinions, contracts, agreements, briefs and other legal documents associated with organizational actions and decisions.
  • Reviews organizational legal policies and procedures to ensure compliance with existing laws, regulations and guidelines set by the federal, state and city authorities. Monitors changes in laws and regulations that may affect Corporate operations, and advises on necessary actions.
  • Represents the Corporation at conferences, hearings or trials serving as a lead advocate in complex and sensitive matters. Confers and negotiates with high-level counsels and executives in business, non-profit and governmental agencies.
  • Prepares and assists in the presentation of cases for litigation, which may impact future Corporate operations.
  • Performs assignments which entail independent planning, investigation, negotiation and preparation of special studies and projects pertaining to critical legal issues in areas of employment law, Civil Service law, administrative codes, real estate, pricing and costing policies, equal employment opportunity, taxes, contracts and governmental relations.
  • Performs complex legal work on major contracts involving engineering, purchasing, licenses, options guarantees and releases, leasing acquisition and disposition of real estate. Participates in contract negotiations.
  • Performs other related duties, as required.
