New York State Homes and Community Renewal (HCR) is the State's affordable housing agency, dedicated to building, preserving, and protecting affordable housing while increasing homeownership throughout New York State. Under the leadership of Governor Kathy Hochul and Commissioner RuthAnne Visnauskas, HCR operates as a vibrant and innovative agency that integrates and leverages New York State's housing resources. With offices located in New York City, Albany, Buffalo, and Syracuse, HCR employs a diverse workforce committed to serving low- and moderate-income families. The agency's mission encompasses a wide range of activities, including single and multifamily housing finance, home improvement, rent regulation, housing subsidies, and community development. HCR regularly partners with various public and private stakeholders to achieve its goals, requiring a diverse set of skills and backgrounds in public policy, administration, real estate, architecture, finance, law, and more. The Tenant Protection Unit (TPU) is a proactive law enforcement office within HCR, focused on preserving affordable rent-regulated housing by detecting and curtailing patterns of landlord fraud and harassment through audits, investigations, and legal actions. TPU also plays a crucial role in informing tenants and owners of their rights and responsibilities under rent regulation and other tenant protection laws. HCR is seeking a Deputy Commissioner to advance TPU's mission of protecting rent-regulated tenants in New York State, ensuring the maintenance of affordable housing stock and the provision of safe and decent living conditions for all New Yorkers. The ideal candidate will have a deep understanding of the law concerning Rent Stabilization and the Emergency Tenant Protection Act, significant management experience, strong legal analytical and writing skills, and a vision for addressing the pressures facing tenants in New York State.
