About The Position

The Department of Innovation & Technology (DoIT) is seeking to hire qualified candidates for the Deputy Chief Technology Officer for Enterprise Hosting. This role operates under the administrative direction of the Chief Technology Officer and serves as the principal policy formulating administrator for the management processes of Enterprise Infrastructure Operations and Network Operations Information Technology (IT) services statewide. The position involves leading and managing the development and implementation of new technology products and services, researching and recommending advanced IT, and fostering a culture of innovation, collaboration, and operational excellence among infrastructure and network teams. Additionally, the Deputy CTO will lead and develop a high-performing team and act as an agency spokesperson. DoIT is the state's IT agency, delivering an enterprise approach to statewide information technology, innovation, and cybersecurity, with over 1,500 employees. Requirements

  • Requires a Bachelor’s Degree in management information systems, information technology, computer science, or a directly related Information Technology field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private business Information Technology organization.
  • Requires four (4) years of professional experience in policymaking, strategic planning, and IT solutioning for large scale computer systems and platforms.
  • Requires four (4) years of professional experience supervising a large team of IT professionals.

Nice To Haves

  • Ten (10) years of professional experience in IT leadership overseeing enterprise infrastructure operations and network services, including hosting service operations on-premise or in the cloud, on-premise virtualization, cloud hosting, storage solutions, and mainframe infrastructure, while developing and executing technology strategies aligned with organizational goals.
  • Four (4) years of professional experience in developing, implementing, and interpreting departmental policies, programs, and procedures that enhance IT service delivery, operational efficiency, and security within a large-scale enterprise environment.
  • Four (4) years of professional experience leading the development, implementation, and adoption of new technology products and services, including researching and recommending advanced IT solutions while fostering a culture of innovation, collaboration, and operational excellence.
  • Four (4) years of professional experience in enterprise planning, decision-making, and developing long-term IT strategies through research, feasibility assessment, and solution recommendations.
  • Four (4) years of professional experience in enterprise IT budget management, including directing budget preparation, procurement, expenditure controls, and justifying technology investments based on feasibility, availability, and cost-effectiveness.
  • Ability to align infrastructure and network operations with organizational and client needs through effective collaboration, strategic planning, demand forecasting, budgeting, and project management to deliver secure, reliable, and high-performing IT services.
  • Ability to develop business cases, lead competitive solicitations, negotiate vendor contracts, and ensure compliance with service level agreements (SLAs) while effectively managing IT procurement and financial planning.
  • Extensive knowledge of IT governance, security, and compliance, including implementing incident management procedures, leading incident response efforts, utilizing monitoring tools for performance optimization, and ensuring adherence to industry regulations, enterprise change management, and audit requirements.
  • Ability to serve as an IT spokesperson with authority to make strategic decisions, allocate resources, and coordinate multi-agency initiatives to enhance infrastructure and network services.
  • Demonstrated knowledge of the ITIL and NIST Cybersecurity Framework principles, ensuring effective IT service management and robust security practices.

Responsibilities

  • Serve as the Deputy Chief Technology Officer- Enterprise Hosting, for the Department of Innovation & Technology (DoIT), serving as the principal policy formulating administrator for the management processes for Enterprise Infrastructure Operations and Network Operations Information Technology (IT) services statewide.
  • Lead and manage the development and implementation of new technology products and services by researching and recommending implementation of advanced information technology and drive adoption while fostering a culture of innovation, collaboration, and operational excellence among the infrastructure and network and teams.
  • Serve as official agency spokesperson on behalf of the Chief Technology Officer to internal and external entities regarding infrastructure and network issues.
  • Serve as full line supervisor.
  • Direct the enterprise hosting budget preparation, procurement, and controls appropriation of technology expenditures, including analyzing and providing management with justification of expenditure as well as information on feasibility, availability, and pricing of technologies and services.
  • Keep abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Perform other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
