About The Position

The Deputy Chief of Operations (DCO) supports the Chief of Operations (COO) in leading and managing day-to-day operations and field personnel to achieve the organization’s goals and objectives and assumes the responsibilities of the Chief of Operations in their absence. This individual supports the development, implementation, and oversight of operational adherence to policy and controls to maintain operating efficiency and fiscal viability. They work closely with the Administrative and Assistant Chiefs and the District Chiefs to support the day-to-day activity of the Operations Division and is directly responsible for them.

Requirements

  • 10+ years of management/supervisory experience
  • In-depth knowledge of EMS organizational principles, administration, and staff management and leadership.
  • Proficiency in emergency medical and life-saving techniques, practices, and procedures.
  • Familiarity with data management, reporting, and analysis.
  • Excellent problem-solving and troubleshooting skills.
  • Ability to track, trend and analyze data to be used in decision making.
  • Proven track record in operational management, with a focus on process improvement and team leadership.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Excellent verbal and written communication skills.
  • Exceptional interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Proficient with Microsoft Office Suite or related software.
  • Possesses a clean driving record. Must have and maintain Class “D” New York State Driver License or higher or analogous equivalent from another jurisdiction without record of suspension or revocation in any State. Must be deemed insurable to operate an emergency vehicle.

  • Training/experience in dispatch, and/or Critical Care/Specialty Care paramedicine.
  • Bachelor’s degree in business administration or management, economics, organizational behavior, public administration or related field

Responsibilities

  • Co-oversee Operations Division personnel
  • Ensures a smooth daily workflow of the operations division (EMS and Dispatch).
  • Assists in overseeing all EMS activities, including emergency response, and real time adherence to patient care protocols, reporting, quality assurance/improvement.
  • Assists in mentoring and evaluating EMS staff to ensure exceptional provider performance and growth.
  • Assists in management of operational activities, including ambulance deployment and resource allocation.
  • Ensures appropriate staffing levels and works with Admin/Assistant Chiefs and the scheduling coordinator to ensure appropriate coverage, distribution of shift compliance, CAS shifts allocation and overall schedule guidelines are adhered to.
  • Ensures timely completion of daily operational tasks and serves coaching or discipline is served for non-compliance.
  • Administratively oversees and supports supply chain management, utilization of the vending system functionality and cost/spend value analysis.
  • Establishes and enforces safety best practices.
  • Recommends and assists in the development of policies and modifies protocol as required.
  • Recommends, administers, and enforces in a consistent manner, standard operating guidelines as well as county and departmental policies and procedures.
  • Administratively supports and is a member of the QA/QI program.
  • Conducts audits as needed to ensure compliance and accuracy.
  • Conducts and oversees administrative investigations as needed, including resolving external & internal complaints and incidents.
  • Suggests and implements ways to streamline processes and improve efficiency in the department, with a strong focus on utilizing technology as a tool to achieve this.
  • Oversees responses, and/or responds, to high level emergency calls and provides exemplary care on scene if a paramedic.
  • Oversees responses, and/or responds, to emergency calls and provides real time QA/QI to field employees if a paramedic.
  • Co-oversees specialty care transport field training to SCT trainees if a paramedic.
  • Leads by example and promotes a positive company culture that focuses on providing strong staff support and fostering open communication and development for all staff.
  • Works closely with the COO, Human Resources and the Administrative team to lead the Operations Division with integrity and foster a trusting, inclusive, and productive work environment.
  • Works with the leadership team to develop and support a strong management team and assist with staff development initiatives.
  • Supports learning and development programs and initiatives that provide internal development opportunities for employees.
  • Promotes mental health initiatives to assist staff with their overall wellness.
  • Collaborate with the COO to develop and implement operational strategies, policies and procedures to ensure efficient and effective service delivery.
  • Monitors and analyzes operation performance metrics/trends, identifies areas for improvement and implements corrective actions as necessary.
  • Fosters a positive and professional relationship within the community, with other EMS agencies, and with local area hospitals.
  • Supports Legal and the COO by representing the organization during contract negotiations and meeting contract obligations.
  • Attends training sessions, video conferences, and workshops to remain knowledgeable within the Emergency Medical Services field.
