About The Position

Performs complex advanced protective service work, supporting and performing responsible management, technical, and administrative work in commanding and coordinating the Department’s operations and related work as apparent or assigned. Supports Battalion Chiefs and their shifts to meet the Fire Department’s mission, vision, values, and goals. This position is designated as essential during emergency or disaster situations. Work is performed with general direction from the Chief of Fire.

Requirements

  • Bachelor’s degree with coursework in fire and emergency service administration and extensive experience (6-10 years) in fire prevention and suppression including considerable supervisory experience.
  • Chief Fire Officer designation through the Center for Public Safety Excellence, and/or Executive Fire Officer certification through the National Fire Academy (NFA), and/or advanced coursework through the NFA.
  • Possession of a valid NC Class C driver’s license.
  • Possession of IFSAC or ProBoard Firefighter, Fire Officer III, Fire Instructor II, Community Risk Reduction or Fire & Life Safety.
  • Technical Rescuer General certification within twelve (12) months of hire.
  • Possession of NC Emergency Vehicle Driver certification within twelve (12) months of hire.
  • Possession of an NC EMT-Basic Credential or ability to obtain one within six (6) months of hire.
  • Completion of NIMS ICS 100, 200, 300, 400, 700, and 800 courses upon hire.

  • Comprehensive knowledge of the geography and street layout of the service districts and surrounding areas.
  • Comprehensive knowledge of fire ground tactics and strategy, the Incident Command System (ICS), principles of incident safety, automatic and mutual aid agreements, hazardous materials incident management, confined space and technical rescue techniques.
  • Comprehensive knowledge of fire science theory, principles and practices and their application to a wide variety of emergency service operations including fire suppression, fire prevention, and fire investigation; operational characteristics of fire apparatus and equipment including emergency driving techniques, modern fire loss, and fire prevention principles, methods and practices.
  • Comprehensive knowledge of principles and practices of disaster preparedness, emergency management, and homeland security program development and administration.
  • Comprehensive knowledge of applicable federal, state, and local laws and codes and regulations pertaining to fire and emergency medical service operations.
  • Comprehensive knowledge of departmental policies, procedures and manual of operations of the Fire/Rescue Department.
  • Comprehensive knowledge of principles and practices of training program development and implementation.
  • Comprehensive knowledge of principles and practices of municipal budget preparation and administration.
  • General knowledge of Brunswick County EMS protocols.
  • General knowledge of basic life support; special considerations for time sensitive emergencies, such as STEMI, trauma, and stroke; basic cardiac arrest care.
  • Ability to operate in extremely dangerous scenarios and life and death environments that potentially expose the individual to great bodily harm or death.
  • Ability to perform in dynamic, highly stressful situations.
  • Ability to react quickly and calmly in all types of emergency and departmental scenarios.
  • Ability to analyze problems, identify alternative solutions and project consequences of proposed actions.
  • Ability to work extended hours and days to meet all operational needs when necessary. May be recalled to duty at any time by the Incident Commander or the Fire Chief.
  • Ability to make arithmetic computations using whole numbers, fractions, and decimals.
  • Ability to compute rates, ratios, and percentages.
  • Ability to follow oral and written directions.
  • Ability to establish and maintain effective working relationships with associates, other medical personnel, law enforcement, outside agencies, and the general public.

Responsibilities

  • Supervises activities at emergency scenes, assessing situations and determining tactical objectives, evaluating performance, and making suggestions for future activities; conducts post-incident analysis.
  • Supports the department’s Logistics and Fleet Management programs.
  • Assists in the preparation of the annual budget and monitors expenditures throughout the fiscal year.
  • Tracks essential department data and prepares the department’s Annual Report.
  • Works with the Chief of Fire on accreditation efforts to improve the department's effectiveness.
  • Oversees all Operations/Emergency Response functions for the department, utilizing incident command in the response.
  • Oversees all special operations and technical rescues.
  • Analyzes department operations and verifies best practices for operations.
  • Reviews, develops, and manages departmental operating guidelines and procedures, including the Engine Operations Manual and the Truck Operations Manual.
  • Oversees and supervises fire suppression operations.
  • Supervises Operations Shifts.
  • Conducts post incident analysis.
  • Collects, analyzes, and evaluates data to be able to prepare and deliver clear and concise orders at emergency scenes.
  • Directs multiple emergency companies responding to fire, medical, hazardous material, rescue, and all types of emergency incidents.
  • Assigns, directs, trains, monitors, and manages assigned personnel; rewards, disciplines, coaches, counsels, and evaluates assigned personnel performance.
  • Oversees and participates in the management of fire suppression, prevention, training and disaster preparedness program services and activities, and community risk reduction.
  • Serves as the department’s liaison to Human Resources.
  • Coordinates new hire activities, such as orientation, and physicals.
  • Coordinates the Department’s program for first responder mental health/emotional well-being with the Police Department and Human Resources.
  • Coordinates with Human Resources to conduct injury/post-accident investigations and track injuries.
  • Coordinates hiring of all fire personnel.
  • Works with Human Resources proactively and reactively on any personnel related matters, including internal investigations.
  • Performs work during emergency or disaster situations upon request and as assigned by the Fire Chief; manages high complexity emergency/disaster situations.
  • Approves department expenditures.
  • Serves as the department liaison with mutual and automatic aid agencies.
  • Develops and implements goals, objectives, policies, and priorities of departmental operations programs and services.
  • Regularly demonstrates the Town’s core values of respect, engagement, communication, supportive work environment and service excellence. Holds others accountable to do the same.
  • Performs all other duties and responsibilities as assigned by the Chief of Fire.
