General Summary: Directs and manages the day-to-day activities of the Business Application Services Division of the Information Technology Department. Evaluates and manages the development, design, and implementation of all software projects within the guidelines of local, state, and federal laws, City ordinances, City policies and procedures, departmental regulations, and technical manuals. Reports to the Chief Information Officer and works with directors, co-workers, supervisors, elected officials, vendors, consultants, outside agencies, and other IT professionals to meet the business needs of the organization. Key Responsibilities and Performance Standards Manages the day-to-day personnel and activities in the Business Application Services Division of Information Technology. Improves business processes and supports critical business strategies by analyzing, managing, planning and organizing the development, implementation and maintenance of business applications systems. Performs overall, executive-level project management and accountability for all application systems and subsystems. Oversees the city's internet and intranet presence, to include traditional web sites and social media outreach efforts and programs. Plans, organizes, assigns, reviews, and controls work production and activities to include procedures, allocation of resources, problem resolution and training of employees. Assists the CIO in budgeting and accounting for all revenue and expenditures for application software-related items. Assists the CIO in the development, updating and directing short-term and long-term strategic plans. Prepares, monitors, and updates documentation relating to project management, development, systems, and procedures. Manages the compliancy of in-house and vendor purchased software licenses. Reviews and negotiates vendor scopes-of-work, contracts, and associated document to facilitate legislative approval of projects Performs other duties of a similar nature or level. POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE: Presenting potential projects to end users for consideration. Alerting staff to new opportunities for projects utilizing new techniques or technologies. Performing day-to-day administrative tasks related to personnel management. Negotiating a contract with a potential vendor and coordinating City resources to get approval. Formulating a new policy or strategy for the Information Technology Department based on research / best practices implemented by other agencies. Training and assisting individuals or groups of end users or fellow staff members in certain technological concepts and/or applications in which the employee has expertise or experience. Administering and managing performance measures for the Business Application Services Division.

  • BA/BS in Computer Science, Business Administration and/or related occupational field of study.
  • 5 years in similar position or experience in project management, contract negotiations, and budgeting, with a minimum of three (3) years of supervisory experience.
  • Knowledge of: Technical principles, concepts, techniques, and fundamentals of information processing, project management, budgeting and data communication.
  • Knowledge of: Trends and standards of the information technology industry.
  • Knowledge of: Budgeting, performance measures and strategic planning.
  • Knowledge of: Administrative principles and practices, including goal setting and program budget development and implementation.
  • Knowledge of: Local, state, and federal legal regulations and requirements, City ordinances, and departmental/divisional policies and procedures.
  • Knowledge of: Proficiency in managing multiple projects, software and hardware products, various programming languages, data base management, organization, and coordination.
  • Skill in: Acquiring and maintaining skill sets on new and evolving technologies.

  • Sensory Requirements: Some tasks require the ability to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
  • Project Management Professional (PMP), Information Technology Infrastructure Library (ITIL), or similar certifications are preferred but not required.
