About The Position

The Associate Public Health Sanitarian III will be responsible for assisting the Bureau of Water & Sewer Operations' Environmental Health and Safety (EHS) Division in the development, maintenance, and improvement of effective and comprehensive environmental, health and safety initiatives. The EHS division strives to ensure long term environmental health and safety compliance and fully integrate the understanding of effective EHS policies and practices at all levels of the organization. Assignments will include educating personnel on safe work practices, identifying worker and environmental risks by performing EHS inspections, assessments and audits, conducting research, and overseeing the administrative functions of the Division. Activities will include a mix of office and field work at various locations throughout the City of New York.

Requirements

  • A baccalaureate degree from an accredited college, including or supplemented by 30 semester credits in the physical and/or biological sciences.
  • At least two years of satisfactory full-time experience performing inspections to assure compliance with pertinent laws, rules and regulations governing the areas of food, drugs and general environmental conditions.
  • An associate degree from an accredited college, with 15 semester credits in the physical and/or biological sciences, and 4 years of satisfactory full-time experience as described above.
  • Education and/or experience equivalent to the above, with at least 60 semester credits from an accredited college, including at least 15 semester credits in the physical and/or biological sciences.
  • At least 2 years of experience as a public health sanitarian.

Nice To Haves

  • A minimum of 2 years supervisory experience in occupational safety/industrial hygiene and environmental regulations.
  • Knowledge of Federal and New York State Occupational Safety & Health Regulations.
  • Knowledge of International Organization of Standardization (ISO) 45001: Occupational Health & Safety Management Systems.
  • Knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
  • A valid New York State Driver's License.

Responsibilities

  • Supervise EHS (Environmental, Health & Safety) specialists.
  • Manage EHS programs within the division under the oversight of the Division Chief of Health & Safety.
  • Manage information in various EHS management system programs and/or systems to provide guidance and recommendations.
  • Develop and provide EHS upper management relevant performance metrics and identify trends and areas of improvement.
  • Assist operational divisions with the EHS compliance requirements.
  • Manage the Bureau's Injury and Illness Program.
  • Review Site Specific Safe Work and Health & Safety Plans.
  • Conduct various industrial hygiene (IH) and health & safety assessments, including but not limited to personnel protective equipment (PPE) assessments, personal and area exposure monitoring.
  • Conduct job safety analysis at various facilities and field locations throughout the 5 boroughs of New York City.
  • Operate and calibrate various types of air monitoring equipment and other IH monitoring equipment.
  • Collect various field samples for laboratory analysis.
  • Interpret monitoring analysis data.
  • Prepare interpretive reports based on monitoring results and assessments.
  • Use relevant standards and work principles and demonstrates knowledge of 29 CFR 1910 and 1926.
  • Perform and participate in EHS audits and assist operations with corrective actions.
  • Draft standard operating procedures as it relates to work hazards and/or facility assessments.
  • Investigate incidents and accidents and prepares reports.
  • Develop training modules and administers training sessions including practical hands-on training methods.
