Purpose of Position: Under the direction of the Chief Contract Officer, serves as an executive leader to support the System's contracting, negotiating, and procurement functions. Integrates strategic, regulatory, and operational expertise across the procurement lifecycle, contributing to the shaping of frameworks that improve responsiveness and streamline execution ensuring compliance with federal and state laws and Health + Hospitals, health care setting, and all other relevant regulatory policies.

Requirements

  • Admission and active membership to New York State Bar; and
  • Eight (8) years of experience subsequent to admission to the Bar, in drafting and negotiating contracts under New York law, four (4) years of which must have been progressively responsible or supervisory experience.

Responsibilities

  • Provides guidance on complex regulatory and contractual matters, supporting interpretation and application of procurement statutes, healthcare compliance requirements, and public-sector regulations. Serves as a point of contact for procurement contracting matters.
  • Assists in designing and overseeing the implementation of contracting strategies, integrating procurement best practices with healthcare compliance, operational efficiency, and risk management. Supports integration of contracting processes with budgeting, compliance, and reporting functions to ensure traceability and audit readiness.
  • Participates in the development and maintenance of internal policies and procedures governing contract development, review, negotiation, approval workflows and compliance enforcement.
  • Participates in the development of standardized contracting tools, including templates, clause libraries, and negotiation playbooks.
  • Assists in reviewing and approving high-impact contract modifications, addendums, and amendments ensuring alignment with the Chief Contract Officer's direction and organizational priorities.
  • Supports oversight of the full contract lifecycle from intake to closeout, promoting efficient processing, accountability, and transparency. Participates in the implementation of a modern Contract Lifecycle Management (CLM) system, enabling digital workflows, automated alerts, and reporting capabilities.
  • Assists in the establishment of performance metrics to monitor contracting operations, including average contract turnaround time, risk flags identified and mitigated, missed or delayed renewal alerts and supplier performance tied to contract compliance.
  • Partners with business owners, supply chain leadership and contract attorneys on strategic negotiations, escalating matters to the Chief Contract Officer, as appropriate.
  • Collaborates with sourcing and procurement teams to align contract terms with sourcing strategy, including payment structures, Service Level Agreements (SLAs) warranty terms, and intellectual property protections.
  • Assists in stakeholder training and change management efforts related to contract policy updates, risk awareness, and new regulatory requirements.
  • Partners with the Chief Contract Officer to build and lead a high-performing team of procurement contracting professionals by supporting success metrics and team development plans.
  • Prepares and delivers regular executive briefings to senior leadership, providing insights into contract performance and compliance.
  • Performs other related duties, as required.
