About The Position

The City of Columbus is seeking a Human Resources Officer to support the Department of Public Safety. This role involves leading human resources functions, advising on HR-related issues, and ensuring compliance with various laws and regulations. The HR Officer will play a crucial role in shaping the future of public safety by managing HR activities for a large department and supporting first responders.

Requirements

  • Possession of a bachelor's degree.
  • Five (5) years of professional human resources experience, with two (2) years managing a human resources program or function.
  • A master's degree in an administrative science or closely related field may substitute for one (1) year of non-managerial experience.
  • A law degree may substitute for two (2) years of non-managerial experience.

Responsibilities

  • Develops and administers departmental human resources policies and procedures consistent with Citywide policies and federal, state, and local law.
  • Advises the executive, managerial, and human resources staff on employee/labor relations, organizational development, performance improvement, crisis intervention, staffing, occupational safety, benefits and compensation, payroll, and compliance with laws.
  • Approves personnel/payroll transactions including hiring, termination, pay rate changes, and disciplinary actions.
  • Oversees the administration of employee benefits including healthcare, short-term disability, injury leave, and workers' compensation programs.
  • Participates in the budget process by providing information and advice on staffing and collective bargaining.
  • Researches, investigates, and resolves complaints related to human resources activities.
  • Represents the department in legal human resources issues and consults with the City Attorney's Office.
  • Prepares comprehensive reports and documents related to human resources matters.
  • Supervises professional and support staff in HR and labor relations activities.
  • Serves as the department representative on Civil Service matters and liaises with the City's labor relations unit.
  • Participates in professional activities to stay updated on HR and labor relations developments.
  • Administers collective bargaining agreements and represents the department in arbitrations and mediations.
  • Testifies on behalf of the City in employment-related litigation as needed.
  • Implements procedures related to FMLA, ADA, and EEO regulations.
  • Represents the department in various Citywide forums.
