About The Position

Under the direction of the Chief Comptroller, this position plans, directs and controls all activities of the State and Federal Grants section and the Revenue Management section within the Bureau of the Comptroller. The State and Federal Grants’ section is responsible for maintaining the accounting and preparation of reports for federal and state grant programs, which consists of ensuring the accuracy and appropriateness of expenditures reported in the Cash Advance & Reporting of Disbursements System (CARDS) and the Florida Accounting Information Resource System (FLAIR) and ensures that the reporting of expenditures by the Local Educational Agencies is adequate for federal reporting. The Revenue Management section maintains, controls, and performs balancing operations and monthly reconciliations to the State CFO ledgers. This position requires independent judgment and analysis of matters related to federal and state financial management and reporting activities. The duties of this position are to provide direction, technical assistance, guidance and consultation to the DOE leadership and grant program managers.

Requirements

  • Extensive knowledge of accounting, federal and state statutes, laws, rules and regulations.
  • Ability to analyze and interpret financial reports from the Florida Accounting Information Resource (FLAIR) Subsystem.
  • Knowledge of the principles and practices of planning, administering or evaluating educational programs.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to formulate policies and procedures.

Responsibilities

  • Plan, direct and coordinate a program for continuous development and training of subordinate personnel.
  • Completes employee performance evaluation in a timely manner.
  • Addresses and corrects employees’ poor performance.
  • Holds regular staff meetings.
  • Schedules leave time.
  • Provides back-up to other areas as needed.
  • Plan, direct and coordinate a variety of complex budget/accounting functions relating to contracts, state and federal grants, and to the maintenance of the Florida Grants System (FLAGS) and the Florida Accounting Information Resource System (FLAIR).
  • Preparation of the Department of Education’s Indirect Cost Plan and distribution of both federal and state funds to Local Educational Agencies.
  • Preparation of the Department of Education’s Schedule of Expenditures for Federal Awards (SEFA).
  • Recommend changes to policies, procedures and accounting systems to enable the Comptroller to more accurately and promptly meet the requirements of federal and state laws.
  • Develop and implement procedures to improve accounting procedures and activities to provide consistency and accuracy.
  • Conduct regular meetings with managers to review grant activities, reporting requirements, grant expenditures, obligations, matching requirements, and program income.
  • Develop federal financial reports for review and approval by supervisor, as required by the appropriate federal programs.
  • Ensure prompt and timely reporting of all financial transactions with appropriate analysis and reconciliation of grants expenditure and revenue.
  • Review expenditures based upon appropriate cost principles and other state, federal, or departmental guidelines.
  • Ensure closeouts are prepared for all federal grants.
  • Department lead for the federal grants system SAM.gov, and Grants.gov.
  • Ensure timely reconciliation of FLAIR records for the Department of Education to the State CFO ledgers.
  • Ensure G5 and PMS are reconciled timely to FLAIR.
  • Ensure the agency Statewide Financial Statements (ACFR) are prepared.
  • Ensure appropriate entries are made in the accounting system in a timely manner.
  • Recommend and develop accounting policies and procedures to ensure uniform practices for expending federal and state funds.
  • Provide assistance to state and federal auditors with requested information including documentation, explanations, and analysis.
  • Provide documentation, oral and written responses related to audits, monitoring and reviews.
  • Review, establish and distribute accounting codes and reports to staff.
  • Ensure the Schedule of State Revenue and Banks Service Contract reports are prepared and submitted to the Department of Financial Services.
