About The Position

J.S. Perkins Consulting is seeking a Delivery Lead to support a Palantir Foundry effort focused on Defense Health Program financial modernization within the Military Health System. This role will help lead delivery of data and analytics capabilities that improve financial visibility, decision support, auditability, and operational effectiveness across a complex defense health environment. The Delivery Lead will serve as the bridge between client leadership, functional stakeholders, and technical delivery teams. This person will help translate business needs into executable work, drive priorities across the delivery lifecycle, and ensure solutions align with mission outcomes. The ideal candidate brings a strong mix of program leadership, client engagement, data product delivery, and experience operating in a complex DoD financial environment. This is a leadership role for someone who can manage ambiguity, coordinate across stakeholders, and keep a delivery team focused on producing results.

Requirements

  • U.S. Citizenship required. Active DoD Secret clearance required. Ability to obtain and maintain a clearance required, subject to contract requirements.
  • 10+ years of relevant experience in program delivery, product delivery, consulting, data initiatives, enterprise technology, or related fields.
  • Experience leading complex delivery efforts involving data platforms, analytics, or enterprise technology solutions.
  • Experience working directly with senior government stakeholders in the Department of Defense or a similarly complex federal environment.
  • Strong project management, requirements management, and stakeholder management skills.
  • Strong written and verbal communication skills, including the ability to communicate complex topics clearly to non-technical audiences.
  • Experience translating business needs into actionable requirements for technical teams.
  • Experience managing backlogs, priorities, user stories, release planning, and cross-functional execution.
  • Experience coordinating multi-disciplinary teams, including analysts, engineers, and functional stakeholders.
  • Demonstrated ability to drive execution, manage competing priorities, and maintain delivery momentum.
  • Experience using collaboration and delivery tools such as Jira and Confluence.

Nice To Haves

  • Experience with Palantir Foundry. (Strongly Preferred)
  • Experience with Advana, Databricks, or large-scale DoD data environments. (Strongly Preferred)
  • Experience supporting financial management, audit, budget, accounting, or resource management initiatives.
  • Familiarity with Defense Health Program, DHA, or Military Health System environments.
  • Experience delivering data products, dashboards, pipelines, or decision-support capabilities for government clients.
  • Working knowledge of SQL and data concepts.
  • Experience supporting user training, release communications, and platform adoption.
  • Experience managing contract deliverables, staffing coordination, and client-facing execution.

Responsibilities

  • Lead day-to-day delivery for Palantir Foundry use cases supporting DHP financial modernization.
  • Serve as a primary interface with government stakeholders, functional leads, and technical teams.
  • Translate client priorities and operational pain points into clear requirements, user stories, and delivery plans.
  • Drive execution across the full delivery lifecycle, including planning, backlog management, releases, testing, user adoption, and continuous improvement.
  • Coordinate data engineers, analysts, platform resources, and other contributors to deliver high-quality data products.
  • Help shape use cases tied to financial management, audit readiness, reporting, analytics, and decision support.
  • Facilitate prioritization discussions with client leadership and align delivery to mission impact.
  • Develop implementation roadmaps, release plans, status updates, and executive-ready communications.
  • Ensure delivery teams maintain strong documentation, governance, and traceability across requirements and outputs.
  • Support user engagement, training, and change adoption so delivered capabilities are used effectively.
  • Identify delivery risks, dependencies, and barriers early, then drive practical resolution.
  • Coordinate with program leadership on contract deliverables, staffing, and overall execution.
