About The Position

The DCO Requirements Manager plays a critical role in supporting the Defensive Cyber Operations (DCO) mission at Langley Air Force Base, primarily focusing on Cybersecurity Defense Analysis (CDA) and Cyberspace Vulnerability Assessment/Hunt (CVA/H). This position involves managing and developing major weapon system requirements in accordance with Department of Defense (DoD) regulations and the Joint Capabilities Integration and Development System (JCIDS) process. The DCO Requirements Manager is responsible for building modernization and sustainment plans for assigned cyberspace weapon systems, ensuring that all aspects of the Strategy, Planning, Programming, Budgeting, and Execution (SPPBE) process are implemented effectively. In this role, the manager will resolve day-to-day program and funding issues related to the execution of the current fiscal year budget and the programming of the Future Years Defense Program (FYDP). They will also develop and recommend modifications to systems and programs based on doctrine, tactics, and concepts of operations that align with Air Force, Office of the Secretary of Defense (OSD), and joint planning documents. The DCO Requirements Manager will promote the interchange of information on requirements, capabilities, deficiencies, and cyberspace technology applications, conducting studies to improve operations, weapon systems, and training. The position requires the analysis, development, and evaluation of plans, goals, and objectives for the long-range modernization of cyberspace weapon systems. The manager will implement the Scaled Agile Framework acquisition methodology to establish weapon system planning increments and coordinate across various DCO cyberspace weapon systems, teams, and program management offices. They will also facilitate Agile processes within the budgeting and execution of funds, ensuring that programming lines match required inputs and that necessary supporting documentation is built. As a subject matter expert on assigned defensive cyber capabilities, the DCO Requirements Manager will attend daily and weekly sync meetings, liaising between the MAJCOM and Headquarters AF, and will perform quality control of submitted defensive cyber requirements forms.
