About The Position

This is an excellent opportunity in the Dauphin Division (rabbittransit's Capital Region) to make a difference in the lives of others by joining a leading-edge transportation authority covering 11 counties in PA. This rewarding position involves leading dispatch and operator teams. The role is critical in assisting the Susquehanna Regional Transportation Authority (SRTA) in meeting its mission of mobility, recognizing the profound impact public transportation has on people's lives. The position is responsible for maintaining excellent customer service, safe, reliable, and on-time performance of SRTA's fixed route and specialized transit systems specific to the division. This includes assigning and supervising dispatchers and drivers to meet operational goals, resolving various issues such as driver questions, passenger incidents, vehicle breakdowns, and route deviations. The supervisor ensures policies and procedures are followed, documentation is accurate and timely, and maintains good labor and employee relations by evaluating adherence to rules, reporting irregularities, and resolving problems.

Requirements

  • Must possess valid class "B" Commercial Driver's License (CDL) with a passenger endorsement and air brake restriction lifted operator's license that is not under suspension or revocation.
  • Must possess a valid DOT medical card.
  • Must identify and familiarize himself/herself with the Agency Safety Plan and the System Security and Emergency Preparedness Plan.
  • This is a safety sensitive position subject to US DOT Drug and Alcohol pre-employment, random, post-accident, reasonable suspicion and return to duty testing.

Responsibilities

  • Assist the Susquehanna Regional Transportation Authority in meeting its mission of mobility.
  • Maintain excellent customer service, safe, reliable, and on-time performance of SRTA's fixed route and specialized transit systems specific to the division.
  • Assign and supervise dispatchers and drivers to ensure operational goals are met.
  • Resolve issues such as transit driver questions/requests, passenger requests and incidents, vehicle breakdowns and accidents, and route-deviations.
  • Ensure policies and procedures are followed and related documentation is accurate, complete, and timely.
  • Ensure good labor relations, evaluate employees' adherence to rules and regulations, report irregularities to management, and identify, analyze, and resolve problems.
  • Ensure good employee relations.
  • Achieve the Authority's mission by monitoring daily operations and providing support and direction to transit operators, identifying and resolving problems.
  • Support operations customer service goals by giving feedback on critical areas such as bid runs, consumer inquiries/reports, and operator evaluations.
  • Meet all legal and procedural requirements by ensuring compliance with provisions of the ADA, FTA, PennDot, etc.
  • Uphold and enforce all Substance Abuse Policy regulations and provisions and SRTA policies.
  • Assist in developing and implementing personnel and operational policies and procedures and ensuring compliance.
  • Complete personnel actions with Site Manager and involve Human Resources for all suspensions, terminations, grievances or actions involving issues such as but not limited to FMLA, ADA, & discrimination.
  • Supervise dispatching and/or operators and ensure results by selecting employees with the best fit of competencies; coaching, monitoring performance, completing performance reviews, appraising job results, and praising/disciplining as necessary.
  • Maintain reliable on-time performance of service by dispatching drivers to cover fixed route schedules, ensuring accurate driver assignment sheets, covering for absent drivers, monitoring vehicle movement, monitoring radio traffic and responding with personnel changes, vehicle exchanges, or other changing conditions.
  • Identify problems and take corrective action to resolve service issues, and document the process.
  • Collaborate with scheduling and customer service to ensure premier service.
  • Ensure safe service by evaluating operator's competency to drive, reviewing DVIR's and communicating with maintenance on concerns of vehicle safety and availability and responding to passenger incidents.
  • Communicate any weather or traffic conditions affecting service.
  • Assess training needs and coordinate any operational and safety training with the Safety, Security and Training Officer.
  • Assist with driving process improvement by defining, reviewing, identifying, verifying and executing problem solving, analysis, and linking to strategy.
  • Respond to accidents or emergencies by obtaining details, informing appropriate management, emergency personnel, or law enforcement, obtaining help for drivers and rerouting other vehicles to pick up passengers.
  • Coordinate drug testing if required.
  • In coordination with the safety supervisor, investigate and analyze accidents to determine cause, report findings and recommend corrective action.
  • Achieve and maintain rapport with drivers.
  • Ensure or complete record keeping by documenting procedures and decisions.
  • Contribute to the team by training assigned employees.
  • Support functions of the SRTA Safety Management System (SMS) in accordance with the Agency Safety Plan (ASP).
  • Supervise assigned staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring that employees follow policies and procedures; and making hiring, termination, and disciplinary decisions and recommendations.
  • Respond to situations by driving transit vehicles to back-up operators, dispatchers, or responding to emergencies.
