About The Position

The Database Consultant provides technical support and consulting services for database systems, applications, and information technology used by CTAS and Tennessee county governments. This position is responsible for designing, developing, maintaining, and enhancing database- and web-based applications that support county operations statewide. In this role, the consultant partners with CTAS staff and county officials to develop data tools, reports, and systems that improve access to information and support decision-making. The position also supports the maintenance of servers, networks, and related technologies to ensure stable, reliable system performance.

Requirements

  • Bachelor’s degree in computer science or a related field.
  • 5 years of experience in database management, application development, or related work.
  • Experience designing, developing, and supporting database or web-based applications.
  • Experience working with data systems, reporting tools, or enterprise applications.
  • Strong knowledge of relational database design and data management.
  • Experience with tools such as SQL Server, Access, and Excel.
  • Experience with technologies such as .NET, C#, JavaScript, HTML, and CSS.
  • Ability to analyze data and build tools that support reporting and operations.
  • Strong problem-solving and troubleshooting skills.
  • Ability to communicate technical information clearly to non-technical users.
  • Ability to manage multiple systems and priorities.
  • Applicants must be legally authorized to work in the United States on a full-time basis without need now or in the future for sponsorship for employment-based visa status

Responsibilities

  • Design, develop, and maintain database and web-based applications used by CTAS and county governments.
  • Support and improve applications used across multiple Tennessee counties.
  • Lead development, testing, deployment, and ongoing support of key systems.
  • Maintain and enhance systems such as the Highway Resource Management System and other CTAS data applications.
  • Provide technical support and training to CTAS staff and county officials.
  • Develop reports, dashboards, and tools that support data use and decision-making.
  • Advise counties and CTAS staff on database and technology solutions.
  • Maintain and support GIS and data systems, including mapping tools.
  • Maintain servers, databases, and network systems used by the organization.
  • Monitor system performance, backups, updates, and security.
  • Troubleshoot issues related to applications, systems, and networks.
  • Manage user access and system configurations.
  • Coordinate with UT’s Office of Innovative Technology to resolve system issues.
