Kforce has a client that is seeking a Database Administrator - Oracle, SQL Server in Phoenix, AZ. Overview: We are seeking an Open Data Administrator to join our Data Services team. This role is responsible for collecting, organizing, evaluating, and publishing datasets, while collaborating with internal departments to ensure data quality and compliance. The ideal candidate will have a strong understanding of data governance, experience with data management platforms, and a passion for leveraging data to drive transparency and innovation. You will manage the daily administration and expansion of two Open Data Portals-ArcGIS Online (AGOL) and OpenGov-and support internal analytics projects as needed.

  • Plan, execute, and monitor data-related projects to ensure successful implementation
  • Oversee the collection, storage, and maintenance of datasets
  • Identify datasets suitable for publication in collaboration with data owners and compliance teams
  • Engage with external users (developers, researchers, civic tech groups) to understand data needs
  • Maintain metadata standards for discoverability and documentation
  • Develop and maintain SOPs, user guides, FAQs, and dataset documentation
  • Conduct workshops, webinars, and training sessions to improve data literacy
  • Create tutorials and use cases to help users apply open data effectively
  • Build and nurture communities of data users, including civic tech groups, startups, and academia
  • Bachelor's degree in Information Technology, Data Science, or related field
  • Proven experience in data management, preferably in an open data environment
  • Data Management: Proficiency in data collection, storage, and maintenance; Experience with database systems (e.g., Oracle)
  • Data Quality Assurance: Ability to ensure data accuracy and integrity; Familiarity with data cleansing and validation techniques
  • Data Security: Knowledge of security protocols and best practices; Experience implementing measures to protect sensitive information
  • Technical Proficiency: Skilled in data analysis tools (Python, R, Excel); Familiarity with open data platforms (OpenGov, Socrata, CKAN, Esri AGOL); Experience with GIS spatial data
  • Regulatory Compliance: Ability to ensure compliance with relevant standards and policies
  • Communication & Collaboration: Strong interpersonal skills to work with diverse stakeholders
  • Problem-Solving: Excellent analytical and troubleshooting skills
  • Documentation: Ability to create clear technical documentation and reports
  • Training & Support: Experience providing training and explaining complex concepts clearly
  • Data Visualization: Familiarity with visualization techniques and tools
  • Candidates must be local at the time of submission and able to start within 2 weeks of an offer
