About The Position

The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Database Administrator II position within the Access and Eligibility Services (AES), 2-1-1 Texas Informationand Referral Network (2-1-1 TIRN). AES is driven by its mission to connect Texans to people, services and supports by helping individuals and families in need of food, medical care, cash assistance and other social services. 2-1-1 TIRN connects Texans to services by providing information and referral to community and governmental resources online at 211texas.org and by phone 24 hours a day, seven days a week. The Database Administrator II works under general supervision of the 2-1-1 Texas Information and ReferralNetwork (TIRN) Program Supervisor and performs advanced work in planning, developing, maintaining, and monitoring the integrated 2-1-1 TIRN database and technology-related applications. This position initiates and manages technical database and application-related projects to achieve program goals. This position monitors the progress and schedule of database-related projects and communicates pertinent information to stakeholders, contractors, management, and other relevant parties. This position analyzes, evaluates, recommends, and implements policies and procedures related to the use of the 2-1-1 TIRN database and related applications. This position coordinates communication of a technical and non-technical nature to various stakeholders and business partners. The position may assign and/or supervise the work of others, particularly the work of the database, reporting, resources and emergency management, and/or training subject matter experts. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of the principles, practices, and techniques of database development, design, testing, and monitoring; knowledge of database structures and theories; knowledge of various data file formats and file transfer applications; knowledge of computer operations, systems, and procedures; knowledge of HHSinformation security requirements; knowledge of computer systems, data analysis, or database developmentand maintenance work; knowledge of data analysis techniques; knowledge of supporting projects and participating in workgroups, contract monitoring support, and other related diligence; knowledge of project management and cost estimating techniques; knowledge to HHS contracting policies and procedures

  • Skill creating and conducting presentations both verbally and in writing in meetings; ability to translate technical information into plain-language for a variety of audiences; knowledge of Inform USA, formerly known as Alliance of Information &Referral Systems (AIRS) Taxonomy and Professional Standards for Information and Referral; knowledge of the 2-1-1 TIRN program, local, statewide, and/or nationwide resources, and relevant local, state and federal laws related to 2-1-1 TIRN; proficiency with in Microsoft Office: Word, Excel, PowerPoint, Access, Project,Teams, SharePoint, and other software.

  • Experience in Texas Health and Human Services funded programs or relevant 2-1-1 Texas experience preferred.
  • Graduation from an accredited four-year college or university.
  • Master’s degree preferred.

Responsibilities

  • In coordination with HHSC IT and technology contractors designs, develops, maintains, and tests the 2-1-1Texas Information and Referral Network (TIRN) database, websites, and applications; performs databaseperformance monitoring, develops performance monitoring tools, identifies database performance problems,and implements efficiency and capacity improvements and updates for the 2-1-1 TIRN database; determines,implements, and enhances database architecture standards to meet 2-1-1 TIRN Program needs, applicationperformance needs, and security requirements; designs or coordinates with HHSC IT and technologycontractors the designing of policies and procedures necessary to save and recover databases fromhardware and software failures on test, training, and production platforms and environments; plans andcoordinates storage, retrieval, migration, and archiving of existing and new data to data managementsoftware systems; determines database storage requirements; establishes and controls database, website,and application security; determines and implements database search strategies; performs and/orcoordinates the loading of databases and reorganizes as needed, performing data modeling and prototyping,and analyzing, designing, and implementing databases; performs related work as assigned. (35%)
  • Formulates project plans outlining steps to design, develop, implement, enhance, and maintain the 2-1-1TIRN database and technology applications; Participates in TIRN team cross-program and multi-agencyworkgroups, and meetings as required by departmental goals and initiatives; develops project budgets,schedules, work plans, resources requirements, cost estimates and projections; provides guidance, direction,and support to the HHSC-IT, technology contractors, and other development teams to support database andapplication design, development, maintenance, and enhancements; monitors and manages project quality toensure project deliverables are acceptable and fulfill the terms of project-related contracts or otherspecifications; monitors and coordinates with 2-1-1 contract managers to manage project cost and timelinesto ensure projects are completed on time and within budget constraints; identifies potential project risks anddifficulties and designs strategies to mitigate or avoid them. (35%)
  • Coordinates communication and reoccurring meetings between 2-1-1 TIRN program staff and HHSC-IT,technology contractors, Area Information Center (AIC) contractors, and other business partners regardingtechnical database information for the2-1-1 TIRN database and other technology-related projects; evaluatesand prioritizes requests from AIC contractors for new features, tools, and data elements; plans andcoordinates with AIC contractors on the use of the 2-1-1 TIRN database and technology applications toensure data integrity and minimize errors and redundancy; develops policies and procedures to ensureconsistent use of the 2-1-1 TIRN database and technology applications by AIC contractors; provides trainingand technical assistance to AIC contractors, 2-1-1 TIRN program staff, and other and business partners asnecessary on the 2-1-1 TIRN database and applications; educates HHSC-IT, AIC contractors, 2-1-1 TIRNprogram staff, and other business partners on database concepts and techniques; Supports in TIRN relatedcontract management, performance monitoring, and reviews, as needed; the collection, organization,analysis, and preparation of 2-1-1 data and materials in response to requests for information, open records,and other related call data reporting inquiries.(15%)
  • Analyzes and evaluates enhancements and upgrades to the 2-1-1 TIRN database and technologyapplications to determine feasibility, cost, time required, compatibility with current system, and computercapabilities; obtains authorization and commitment from 2-1-1 TIRN management for database projects, anddemonstrates business need and project feasibility for them; develops and advises 2-1-1 TIRN managementon the adoption of operating procedures for the management, performance, and monitoring of the 2-1-1 TIRNdatabase and technology applications; advises on budgets and recommendations for future upgrades to the2-1-1 database and applications; evaluates and recommends data software packages and upgrades toimprove performance of the 2-1-1 TIRN database; reviews and recommends proposals and bids tomanagement; develops and maintains expertise in database management software and performancemanagement tools necessary to meet the needs of 2-1-1 TIRN; stays current on the latest technologyupdates and development techniques related to the 2-1-1 TIRN database and related applications. (10%)
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting roleto meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP)activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)
