About The Position

INTRODUCTION: CONTEXT AND MISSION The Cleveland Metropolitan School District (CMSD) serves approximately 37,000 students in 100+ schools. Over the past several years, the Greater Cleveland community has united behind the collective goal of ensuring every child in Cleveland attends a high-quality school and every neighborhood has a multitude of great schools from which families can choose. The Cleveland Plan defines CMSD’s approach to the reinvention of public education and holds our community accountable for the success of Cleveland’s schoolchildren. The Cleveland Plan is supported by Ohio House Bill 525, which provides much-needed flexibility and autonomy for the district and its schools. Our schools have autonomy over human and financial resources in exchange for accountability for performance. The principal has primary responsibility and accountability for establishing his or her school as a high-quality, high-expectations academic center with a focus on personalized instruction, professional support for teachers, and school-wide practices that lead to measurable results. The Cleveland Metropolitan School District has developed standards of excellence that the district applies to all parts of the organization inclusive of schools, principals, school leadership teams, networks, and central office. Alignment between Standards of Excellence (SoE) and the district’s Theory of Action helps ensure that principals are able to focus on scholar achievement and that central office supports are timely and effective. THE OPPORTUNITY: Location: Administration or As Assigned Reports to: Executive Director, Research, Evaluation, and Accountability FLSA Status: Exempt Salary Band: 8 Compensation: $ 77,158.00 - $ 104,164.00 Under general direction, designs, develops, and maintains a variety of testing data sets, data analysis, and report solutions for the Cleveland Metropolitan School District. Utilizes a variety of software applications (i.e., R, SQL, Microsoft Excel, Power BI, etc.) to complete the work.

Requirements

  • Master's degree in Statistics, Data Analytics, or a related field from an accredited college or university.
  • Three to five years of experience with data analysis, statistical reporting, or similar data-rich work.
  • Experience using quantitative skills to examine and transform large datasets using statistical (R, Stata) and/or database programs (Microsoft SQL Server, Oracle).
  • Experience creating SQL queries.
  • Demonstrated experience designing research projects and/or implementing advanced statistical methods (quasi-experimental techniques, multi-level modeling, machine learning, etc.), working with large datasets from multiple source systems, and working with queries and advanced functions.
  • Valid driver's license, reliable transportation, and auto insurance.
  • Knowledge of methodologies used to collect, analyze, and report quantitative and qualitative data
  • Demonstrated proficiencies in writing, conceptualizing, and presenting quantitative and qualitative results.
  • Proficiency with ETL processes, Oracle, SPSS, or other statistical software, and proficiency with numbers/data/statistics.
  • Proficiency with general office technologies (i.e., PC, tablets, etc.), virtual meeting platforms (i.e., Zoom, Teams, etc.), and software packages (i.e., Microsoft Office).
  • Proficiency with enterprise technologies & databases (i.e., statistical software, student information systems, BoardDocs, Poll, Power BI, Qualtrics, etc.), online data management systems, and data collection methodology.
  • Good customer service, verbal and written communication, and presentation skills.
  • Strong interpersonal relationship skills, including cultural sensitivity & competence.
  • Meticulous attention to detail
  • Strong analytical, organizational, decision-making, and problem-solving skills.
  • Ability to critically assess challenges and identify flexible, effective solutions.
  • Ability to perform analysis using large and complex sets of data.
  • Ability to assert oneself to managers and executive leadership when appropriate and necessary
  • Ability to establish and maintain effective working relationships with other District departments and external stakeholders (i.e., parents, City legislators, and the general public).
  • Ability to efficiently multitask on a daily basis while meeting deadlines and producing quality results.

Responsibilities

  • Extracts/retrieves data from multiple data sources to create reports and perform data validation.
  • Prepares documentation necessary to develop reports for all levels of management and operations, and identifies the data elements needed to complete the reports.
  • Develops dynamic scripts to automate business processes between multiple disparate systems, applications, and data.
  • Defines, designs, develops, and implements technology solutions to improve business functions.
  • Supports advanced analytic work (predictive modeling, machine learning, sample matching, etc.).
  • Prepares presentations that help explain complex analyses for a broad audience.
  • Performs complex data analysis in support of ad-hoc and standing data/information requests from internal and external customers.
  • Support other data analysts, providing guidance and advice on visualizations, coding, and implementation of statistical methods.
  • Ensures that reported data complies with all applicable laws, regulations, and reporting requirements.
  • Monitors the accuracy and completeness of reported information.
  • Conducts research necessary to resolve discrepancies in data.
  • Provides technical expertise on complex data projects and makes suggestions on using technology to improve business process efficiencies.
  • Provides administrative and communications support necessary to put the department's strategy and plans into action.
  • Partners with internal stakeholders to help develop standard processes for accessing and examining internal data systems.
  • Network with peers in comparable school Districts to share best practices and explore opportunities to proactively develop new programs/services to meet scholars' needs.
  • Develops and analyzes data & metrics for the department.
  • Develops and extracts reports from databases for delivery to internal and external stakeholders.
  • Gathers and organizes documents to satisfy public records requests or other reporting obligations.
  • Collaborates with internal and external partners on special projects as assigned.
  • Participates in professional development activities (i.e., meetings, seminars, conferences, etc.) to improve and remain abreast of professional & legislative advancements & innovations.
  • Remains abreast of changing and emerging technologies.
  • Performs other duties as assigned.
