OIG is a dynamic organization that specializes in the prevention, detection, audit, inspection, review, and investigation of fraud, waste, and abuse in the provision and delivery of state health and human services and enforces state law related to the provision of those services. The OIG's Data Reviews division leverages data and technology to build tools and processes that effectively and efficiently prevent, detect and deter fraud, waste, and abuse within Texas Medicaid and other health care programs, helping ensure that taxpayer funds for health and human services are spent properly. Working under the leadership of the OIG Chief of Data Reviews, the Data Reviews Support Coordinator (Management Analyst III) will serve dual functions - providing both administrative and operational support across the Division's teams and assisting the Chief with executive support and cross-divisional activities, including coordinating OIG participation in HHSC's Medicaid Enterprise Systems (MES) Modernization efforts. OIG Data Reviews is seeking an enthusiastic, motivated, and adaptable team member for this role - someone who is willing to take initiative to step in and help wherever it is most needed across the Data Reviews division or the OIG. The Data Reviews Support Coordinator is responsible for facilitating collaboration and coordination across Division teams, providing administrative and operational support for the Data Reviews Division and Chief, participating in cross-divisional workgroups, facilitating OIG coordination in MES Modernization activities, and leading special projects as needed. This position performs advanced, senior-level professional organizational analysis, administrative, and coordination work that involves planning, leading, and overseeing activities to assist the Chief and Division leadership. Participates in activities to ensure the success of internal and external meetings, cross-divisional assignments, and Division operations; facilitates development of presentations and talking points; develops new or modifies existing operational program policies, procedures, goals, and objectives; coordinates, plans, and directs organizational strategies and plans; tracks and reports performance measures; conducts specialized tasks and duties pertaining to fiscal, administrative, and program functions; develops solutions to organizational issues and concerns; facilitates meetings with stakeholders across OIG and HHS to gather and compile information; advises management on project coordination efforts and other activities; compiles clear and meaningful Executive reports and studies; and performs other duties or tasks as assigned. This position requires a candidate who is willing and able to perform complex tasks, effectively handle multiple competing priorities, and shift focus across a variety of assignments based on Division needs and priorities. The ideal candidate will be a strong communicator who is detail oriented, excels at developing organizational solutions, provides friendly and professional customer service, approaches changing workload and assignments seamlessly, and takes initiative to assist the Division with limited guidance. This position may supervise the work of others. Work is performed under limited direction with considerable latitude for the use of initiative and independent judgment. Requirements

  • Knowledge of organizational development and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures; methods and procedures analysis techniques; work simplification methods; and forms and records management best practices.
  • Knowledge of health and human services programs, functions, and systems.
  • Knowledge of the principles of leadership and how to effectively interact with various leadership styles.

  • Knowledge of requisition and purchasing processes (HHS-specific preferred).

Nice To Haves

  • Knowledge of local, state, and federal laws and regulations relating to health and human services administration and program integrity is preferred.
  • Knowledge of Medicaid Enterprise Systems (MES), formerly known as Medicaid Management Information System (MMIS), processes and requirements.
  • At least two years of professional experience working with Texas Medicaid or other HHS programs is preferred.

Responsibilities

  • Leads MES Modernization coordination activities across OIG divisions to successfully represent OIG's needs in HHS workgroups and meetings, respond effectively to requests, and facilitate OIG's participation across teams and divisions.
  • Promotes collaboration across Data Reviews teams, facilitating Division-wide meetings. Coordinates extensively with OIG management and staff to collect pertinent information on behalf of the Chief of Data Reviews. Consolidates and reports research findings in a way that is useful to management and appropriate for the intended audience. Responsible for Division records management and content organization.
  • Conducts specialized tasks and duties pertaining to administrative and operational functions across the Division, such as travel coordination and travel claim submission; training coordination; disaster preparedness; Division-wide communication; purchasing and requisition support; recruiting, hiring, scheduling interviews, and onboarding/separation; and asset management. Responsible for assisting with planning and executing morale and retention activities across the Division. Assists the Chief and Division leadership with drafting memos; developing publication content following agency branding and writing guidelines; and creating meeting agendas, talking points, clear meeting notes with action items. Tracks and assists with the development and revision of policy and procedures, and provides guidance and interpretation on policies and procedures. Reviews and evaluates business and management practices related to specialized tasks assigned and makes recommendations for ongoing Division improvements. Coordinates implementation of new processes as approved by the Chief or Division leadership.
  • Assists the Chief with Division audit coordination, organizational and strategic planning, and other Division-wide tasks. Tracks and reports certain Division performance measures. If measures are not achieved or a challenge is identified, analyzes potential causes and reports results and recommendations to management. Develops solutions to organizational issues and concerns; develops organizational change strategies and plans; and/or conducts training for implementation of organizational solutions, strategies, and plans to promote efficiency. Assists the Chief of Data Reviews in preparation for executive-level meetings, OIG- or Division-wide calls and presentations, or meetings with internal/external stakeholders. Assists the Chief and Division leadership with calendar coordination and resolution of schedule conflicts, as needed.
  • Provides support for Division functions as needed, assisting Division leadership and team members with programmatic support for a variety of administrative support functions across the division, such as processing mail, sending faxes, making phone calls, reviewing data and producing spreadsheets, assisting with content management, completing data entry, tracking caseloads, documenting invoices and payments, and other activities as needed to support Division goals and objectives.
  • Conducts professional and courteous outreach to both internal and external stakeholders on behalf of the Chief and Division teams, ensuring the provision of excellent customer service. Collaborates professionally and courteously with other OIG and HHSC Staff Services Officers (SSOs) and team members, upholding OIG's core values of accountability, integrity, collaboration, and excellence.
  • Performs other duties as assigned. Keeps manager informed as required or as necessary.
